{"id":589161,"date":"2023-08-30T13:00:00","date_gmt":"2023-08-30T10:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/house-conservatives-flirt-with-shutdown-so-be-it\/"},"modified":"2023-08-30T13:00:00","modified_gmt":"2023-08-30T10:00:00","slug":"house-conservatives-flirt-with-shutdown-so-be-it","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/house-conservatives-flirt-with-shutdown-so-be-it\/","title":{"rendered":"#House conservatives flirt with shutdown: \u2018So be it\u2019"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/08\/news-illo_mccarthy_VM-GN-Getty-Stock_shutdown.jpg?w=900\" \/><\/p>\n<div>\n<p>Congress is racing the clock to fund the government ahead of a Sept. 30 deadline as the threat of a shutdown looms \u2014 but to some House conservatives, a shutdown isn\u2019t much of a threat at all.<\/p>\n<p>A handful of hard-line Republicans are brushing off \u2014\u00a0or even embracing \u2014 the possibility of a shutdown, arguing that bringing the government to a screeching halt is more acceptable than allowing the country to continue on its current spending trajectory.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>\u201cIf a shutdown occurs, then so be it if they\u2019re not gonna stick to what [Speaker Kevin McCarthy (R-Calif.)] agreed to, which is starting on a path of financial security, which we don\u2019t have,\u201d Rep. Ralph Norman (R-S.C.) told The Hill in an interview.<\/p>\n<p>Rep. Bob Good (R-Va.) \u2014 who in July said \u201cwe should not fear a government shutdown\u201d \u2014 went even further when talking to The Hill last week.<\/p>\n<p>\u201cEighty-five percent or so of the government continues to operate, and most Americans won\u2019t even miss it,\u201d Good said. \u201cAnd if that\u2019s the leverage that we need to utilize to force the Democrats to accept spending cuts and an end to the harmful policies that are, again, crushing the American people \u2014 I mean, then we need to do that.\u201d<\/p>\n<p>While the Republicans flirting with a shutdown are a tiny minority within the GOP conference,\u00a0they add another layer of complication for McCarthy as he works to keep the lights on in Washington without angering his right flank, who are pushing for steeper spending cuts and policy additions as part of the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ropriations process.<\/p>\n<p>McCarthy is\u00a0asking House Republicans to help him pass\u00a0a \u201cshort-term\u201d continuing resolution, or CR, to fund the government beyond Sept. 30 as both chambers slog through the government funding process. The House has\u00a0cleared just one\u00a0of 12 regular appropriations bills, while the Senate has not gotten any past the finish line. The House will be in session for just 11 legislative days until the end of fiscal 2023.<\/p>\n<p>\u201cI don\u2019t think anybody wants a government shutdown,\u201d McCarthy told reporters in Syracuse, N.Y., last week.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>As the calendar inches closer to the end-of-September deadline, McCarthy is utilizing an argument that could appeal to some conservatives: warning about the ramifications a shutdown may have on the conference\u2019s investigations into the Biden administration.<\/p>\n<p>He cautioned that the probes into Hunter Biden and the Biden family\u2019s foreign business dealings \u2014 which McCarthy said could soon develop into an impeachment inquiry as a \u201cnatural step forward\u201d \u2014 would be halted.<\/p>\n<p>\u201cSo I would actually like to have a short-term CR, only to make our arguments stronger,\u201d McCarthy said on Fox\u2019s \u201cSunday Morning Futures.\u201d \u201cIf we shut down, all the government shuts it down, investigation and everything else. It hurts the American public.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>House Oversight and Accountability Committee Chairman James Comer (R-Ky.), who is leading the House\u2019s probe into the Biden family businesses, also warned about the effects of a shutdown.<\/p>\n<p>\u201cAny type of shutdown would \u2026 interfere with our investigation. Any excuse the Biden administration can give not to be transparent with the House Oversight Committee, they\u2019re gonna take that,\u201d Comer said Tuesday on Fox Business.<\/p>\n<p>But some hard-line conservatives are balking at that analysis.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cWe are not going to be distracted by a shiny object saying, \u2018if you don\u2019t get this continuing resolution passed, we won\u2019t be able to pursue the impeachment inquiry,\u2019\u201d Rep. Matt Rosendale (R-Mont.)\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/MorningsMaria\/status\/1696124921489822175?s=20\">said\u00a0Monday on Fox Business<\/a>. \u201cThat\u2019s nonsense.\u201d<\/p>\n<p>Conservatives have laid out demands not only for government funding as a whole, but for a stopgap bill to keep the government open.<\/p>\n<p>Last week, the House Freedom Caucus\u00a0released an official position\u00a0opposing a continuing resolution without significant policy reforms on the border, Department of Justice and \u201cwoke policies in the Pentagon,\u201d while re-upping their demand that top-line spending is chopped down further than levels in currently drafted bills.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>If those requests are not met, Norman said, a shutdown would be an acceptable byproduct.<\/p>\n<p>\u201cWe\u2019ve made it clear, you\u2019ve seen the letter the Freedom Caucus sent out, $1.4 trillion limit, no rescissions to plus-up the appropriations. And we\u2019re opposing a CR. And if a byproduct is the shutdown of the government, then so be it,\u201d Norman said.<\/p>\n<p>With around three dozen members of the House Freedom Caucus and just a slim House GOP majority, unified opposition from the hard-line conservative group could sink a stopgap measure unless it wins Democratic support \u2014\u00a0a prospect that remains unclear.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>And it is unlikely that the Democratic-controlled Senate will agree to the Freedom Caucus demands \u2014 a dynamic that makes other Republicans willing to compromise for the sake of keeping the government open.<\/p>\n<p>\u201cI believe that we have an obligation to fund the government, and I will reach a compromise with whoever I have to to make sure that the government continues running,\u201d Rep. Darrell Issa (R-Calif.), a 22-year veteran in the House, told reporters Tuesday at the Capitol.<\/p>\n<p>\u201cIf there\u2019s a shutdown, then quite frankly, you know \u2014 I will live through it; I\u2019ve lived through a number of them, but I don\u2019t think it\u2019s constructive and neither does the Speaker,\u201d he later added.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Rep. Morgan Griffith (R-Va.), a member of the Freedom Caucus along with Norman and Good, said he doesn\u2019t think a shutdown is the right course of action, but the talk of one could help move the ball forward as the appropriations process slowly progresses.<\/p>\n<p>\u201cI don\u2019t think it\u2019s good for the country to have a shutdown, but sometimes it\u2019s good for some members to make rhetoric about a possible shutdown because then maybe we can get everybody to come to some kind of agreement that makes sense for the American people,\u201d Griffith said earlier this month.<\/p>\n<p>While some members like Good see the threat of a shutdown as a potential leverage point, the chance of a shutdown backfiring is well within the realm of possibility.<\/p>\n<p>\u201cShutdowns are unpredictable,\u201d said Ryan Walker, the acting executive director and vice president of government relations for Heritage Action for America, the advocacy arm of the conservative think tank.\u00a0\u201cIt\u2019s hard to discern where the American public are going to place blame.\u201d<\/p>\n<p>But Walker added that while his organization would not take a position on a government shutdown, \u201cthe frustration is real.\u201d<\/p>\n<p>\u201cThere are members from all across the spectrum who have simply had enough, and they want to change,\u201d Walker said. \u201cA CR is a continuation of the Biden administration spending and does nothing on policy.\u201d<\/p>\n<p>Democrats, for their part, are slamming Republicans who say they are unbothered by a shutdown, arguing that the behavior from conservatives in the House is out of touch.<\/p>\n<p>\u201cI think it\u2019s irresponsible, and I think it\u2019s cruel,\u201d Sen.
