{"id":589443,"date":"2023-09-01T20:30:00","date_gmt":"2023-09-01T17:30:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/carbon-capture-is-bad-climate-policy\/"},"modified":"2023-09-01T20:30:00","modified_gmt":"2023-09-01T17:30:00","slug":"carbon-capture-is-bad-climate-policy","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/carbon-capture-is-bad-climate-policy\/","title":{"rendered":"#Carbon capture is bad climate policy"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/05\/64659b854b4039.79000208.jpeg?w=900\" \/><\/p>\n<div>\n<p>White House officials and Democratic lawmakers spent weeks celebrating the one-year anniversary of the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/5376\/text\">Inflation Reduction Act<\/a>, a legislative package that has been dubbed the most ambitious climate legislation of all time. While that is technically correct \u2014 it\u2019s a low bar to meet \u2014 the political and practical benefits of the law are hard to spot. In addition, there will be more trouble ahead due to an over-reliance on so-called \u2018carbon capture\u2019 technologies.<\/p>\n<p>Recent\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/climate-environment\/2023\/08\/07\/biden-white-house-climate-policy\/\">polls show<\/a>\u00a0the public knows very little about the Inflation Reduction Act, and President Biden gets low marks on climate \u2014 an issue he has repeatedly called an <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/weather.com\/news\/climate\/video\/president-biden-says-climate-is-existential-threat-to-humanity\">existential threat<\/a>. Beyond sheer partisanship, there are some possible explanations for the muted public reaction; the law\u2019s clunky name does not exactly create a sense of bold action, and the mixed messages sent by the administration undermines any sense of urgency. Lastly, a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/heat-wave-extremes-climate-change-f652668232cc2ec7400f7e65cfb75cb9\">brutal summer of heat waves<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2023\/aug\/26\/us-summer-extreme-heat-wildfires-climate-crisis\">extreme weather<\/a> are yet another reminder that things are, to put it mildly, not going well.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Perceptions of the law might be difficult to change for some fundamental reasons; the majority of the funding goes towards tax credits that will matter a great deal to some businesses and households, but will mean little to those not enjoying the benefits firsthand. The clean energy industry <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears poised to grow in the years to come, but whether the public connects that to changes in the tax code will depend on the administration\u2019s political skills.\u00a0<\/p>\n<p>Meanwhile, those who pay close attention to climate policy \u2014 especially young activists \u2014 remain frustrated by the Biden administration\u2019s real world record. The White House has approved several major new fossil fuel projects, including the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biden-climate-change-willow-alaska-oil-drilling-cef43cf85cfbc92eb9bb2bf09e488db8\">massive WIllow oil drilling<\/a>\u00a0scheme in Alaska. These critics argue that creating substantial new sources of climate pollution undercuts the projected emissions reductions that might come from the growth in clean energy sources.<\/p>\n<p>This tension is not going away anytime soon. Bowing to demands from fossil fuel-friendly Sen. Joe Manchin (D-W.Va.), the Inflation Reduction Act\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/nation\/2022\/08\/18\/climate-change-inflation-reduction-act-oil-gas\/7837956001\/\">actually requires<\/a>\u00a0the government to lease oil and gas drilling rights on public lands and waters alongside the approval of wind and solar projects \u2014 an absurd and self-defeating \u2018balancing act.\u2019\u00a0<\/p>\n<p>So how will the Inflation Reduction Act aim to live up to the climate hype? Some of its impact rests on major corporate tax giveaways for capturing carbon emissions from power plants and other industrial facilities. On its face, this sounds ingenuous; who wouldn\u2019t want to eliminate pollution before it enters the atmosphere?\u00a0<\/p>\n<p>In reality, though, carbon capture has proven to be a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/thebulletin.org\/2022\/09\/plagued-by-failures-carbon-capture-is-no-climate-solution\/\">massive failure<\/a>. The vision of equipping coal and fracked gas power plants with capture <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> has more or less disappeared after billions of dollars and precious years were wasted. There are a small handful of projects which re-use the carbon to extract more oil from existing wells \u2014 hardly a climate solution.<\/p>\n<p>It is not a surprise, then, that polluting industries have been\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/newrepublic.com\/article\/171086\/fossil-fuel-industry-praising-inflation-reduction-act\">relatively happy<\/a>\u00a0with the Inflation Reduction Act. It\u2019s a classic \u2018heads, we win, tails you lose\u2019 proposition: Industries can rake in billions of dollars while their core business model remains basically unaffected. There is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.taxpayer.net\/climate\/45q-issue-brief-nearly-90-percent-of-carbon-sequestration-tax-credits-based-on-insufficient-reporting-and-fraudulent-claims\/\">precious little public information<\/a>\u00a0about how existing carbon capture tax credits work; the federal government will not publicly identify the recipients, and there appears to be\u00a0little accountability\u00a0for actually demonstrating the effectiveness of storing the carbon waste.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The Biden administration\u2019s embrace of carbon capture goes beyond the Inflation Reduction Act; in May, the Environmental Protection Agency\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.epa.gov\/newsreleases\/epa-proposes-new-carbon-pollution-standards-fossil-fuel-fired-power-plants-tackle\">announced<\/a>\u00a0draft power plant rules that would essentially require capture technology at many coal and gas facilities. After years of industry touting the benefits of carbon capture, major utility companies\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.eenews.net\/articles\/utilities-say-epa-power-plant-rule-isnt-ready\/\">are now complaining<\/a>\u00a0that the technology is simply not feasible. And they might have a point.<\/p>\n<p>When he was running for office, President Biden made bold climate declarations \u2014 including\u00a0an unambiguous promise to stop fracking on public lands. Unfortunately, there has been little follow through on those pledges.
