{"id":591298,"date":"2023-09-15T18:30:00","date_gmt":"2023-09-15T15:30:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/food-aid-lessons-learned-during-covid-can-revolutionize-the-farm-bill\/"},"modified":"2023-09-15T18:30:00","modified_gmt":"2023-09-15T15:30:00","slug":"food-aid-lessons-learned-during-covid-can-revolutionize-the-farm-bill","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/food-aid-lessons-learned-during-covid-can-revolutionize-the-farm-bill\/","title":{"rendered":"#Food aid lessons learned during COVID can revolutionize the farm bill"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/07\/snap_food_stamps_02132023_AP23045748652059.png?w=900\" \/><\/p>\n<div>\n<p>For <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fns.usda.gov\/pd\/supplemental-nutrition-assistance-program-snap\">42 million Americans<\/a>, the Supplemental Nutrition Assistance Program (SNAP) is the first line of defense against hunger and the country\u2019s most effective tool for <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ers.usda.gov\/publications\/pub-details\/?pubid=84335\">reducing food insecurity<\/a>. Temporary changes made during the pandemic showed SNAP can do even more to reduce poverty and food hardship.\u00a0\u00a0<\/p>\n<p>As the farm bill comes up for reauthorization this month, the legislation represents a critical juncture for food insecurity in the U.S. With\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.agriculture.senate.gov\/newsroom\/rep\/press\/release\/ranking-member-boozmans-opening-statement-at-hearing-entitled-farm-bill-2023-nutrition-programs\">more than 80 percent<\/a>\u00a0of spending within the bill earmarked for nutrition programs, policymakers have an opportunity to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ly lessons learned from the pandemic response to address food insecurity.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>During the COVID-19 pandemic, the federal government waived many\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fns.usda.gov\/snap\/changes-2023-benefit-amounts#:~:text=All%20SNAP%20households%20received%20a,in%20February%20or%20March%202023.\">SNAP requirements<\/a>, including the three-month time limit on benefits for adults aged 18-49 without dependents who face challenges meeting work requirements. The maximum SNAP monthly benefit was also boosted \u2014 both through temporary emergency allotments that allowed all households to receive the maximum benefit and by a long overdue upgrade to the Thrifty Food Plan, upon which the formula for SNAP benefits is based. Together, these changes <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/research\/publication\/effect-reevaluated-thrifty-food-plan-and-emergency-allotments-supplemental\">significantly reduced poverty nationwide<\/a>.\u202f\u00a0<\/p>\n<p>In states that enacted emergency allotments, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/research\/publication\/effect-reevaluated-thrifty-food-plan-and-emergency-allotments-supplemental\">poverty dropped by a projected 14.1 percent<\/a>, with Black and Latinx families seeing the largest decline. And despite a significant spike in food hardship in the early months of the pandemic, these and other robust government responses <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/frac.org\/blog\/food-insecurity-and-2022-poverty-reports\">held the line<\/a>\u00a0on food insecurity <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ers.usda.gov\/topics\/food-nutrition-assistance\/food-security-in-the-u-s\/\">between 2020 and 2021<\/a>. However, these increased benefits did not last, despite the U.S. entering a period of high food price inflation. All emergency allotments ended by February, leaving many families facing a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/frac.org\/programs\/supplemental-nutrition-assistance-program-snap\/emergency-allotments\">hunger cliff<\/a>\u00a0as benefits sharply decreased.\u202f\u00a0<\/p>\n<p>Today, households with low incomes continue to be at <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/research\/publication\/inflation-squeezed-family-budgets-food-insecurity-increased-between-2021-and-2022\">significant risk<\/a>\u00a0as food prices <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ers.usda.gov\/data-products\/food-price-outlook\/summary-findings\/\">remain high<\/a>. The reauthorization of the farm bill offers policymakers a chance to rely on the evidence to avoid further hardship and increase food security for families with low incomes. Specifically, Congress can avoid adding barriers to accessing SNAP benefits and could increase the value of benefits to bring them in line with the cost of food.\u00a0<\/p>\n<p>Research indicates that time limits linked to work requirements don\u2019t achieve meaningful increases in hours worked and earnings, but do\u00a0reduce the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.aeaweb.org\/articles?id=10.1257\/pol.20200561\">number of people receiving benefits<\/a>. Already,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2023\/06\/02\/1179633624\/snap-food-assistance-work-requirements-congress-debt-ceiling\">new work requirements<\/a> were added to SNAP\u00a0earlier this year that will put older adults at risk of losing assistance.\u00a0Additional <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/08\/07\/snap-benefits-food-stamps-farm-bill\/70504455007\/\">changes have been floated<\/a> as part of the farm bill.\u00a0Although these restrictions might save federal dollars in the short run, they can incur higher costs overall, such as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC5710268\/\">increased health care expenditures<\/a>.\u00a0\u00a0<\/p>\n<p>Work requirements aren\u2019t costless either, as they require time and labor costs during implementation. While the federal government is responsible for benefit dollars, states share the cost of program administration. Therefore, states opting for stringent SNAP benefit time limits may not see program savings, could incur additional costs and will likely see increased food insecurity.\u202f\u00a0<\/p>\n<p>The pandemic clearly highlighted the longstanding problem of inadequate SNAP benefits and the effectiveness of increasing them.\u00a0In 2020, the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/research\/publication\/how-far-did-snap-benefits-fall-short-covering-cost-meal-2020\">maximum SNAP benefit per meal<\/a> did not cover the cost of a moderately priced meal in\u00a096 percent of U.S. counties.\u00a0With the introduction of the reevaluated Thrifty Food Plan in 2021, which increased the maximum benefit by 21 percent, and a cost-of-living adjustment in October 2022 in response to rampant inflation, that number fell to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/data-tools\/does-snap-cover-cost-meal-your-county-2022\">78 percent of counties nationwide<\/a>\u00a0by the end of 2022 \u2014 still not great, but a significant improvement.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Additionally, benefits are not adjusted for differences in food prices in the lower 48 states. Wide <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/data-tools\/does-snap-cover-cost-meal-your-county-2022#:~:text=Before%20the%202023%20cost%2Dof,27%20of%20the%203%2C143%20counties.\">variation of food prices<\/a>\u00a0makes benefit values highly dependent on where a participant lives, with the gap between the maximum benefit and the local meal cost running as high as $5 per meal (in other words, a local meal costs 83 percent more than the maximum benefit allotment per meal).\u202fBy increasing the maximum benefit to align with the realities of local food consumption and providing more frequent <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.urban.org\/research\/publication\/how-far-did-snap-benefits-fall-short-covering-cost-meal-2020\">cost-of-living adjustments to SNAP<\/a>\u00a0during periods of high inflation, policymakers can more adequately address food insecurity.\u202f\u202f\u00a0<\/p>\n<p>The pandemic showed SNAP can do more to reduce poverty and protect families, and Congress now has the opportunity to build on those lessons in this year\u2019s farm bill and make food insecurity obsolete. A farm bill strategy that prioritizes public health, rather than stigmatizing SNAP participants, could increase food access by removing ineffective requirements such as time-limited benefits, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/more-adequate-snap-benefits-would-help-millions-of-participants-better\">improving SNAP benefit amounts<\/a>\u00a0to cover the cost of a meal and providing more frequent cost-of-living adjustments to benefits when inflation is high.\u00a0<\/p>\n<p>Ultimately, farm bill nutrition program proposals should be evaluated on their potential for reducing food insecurity and increasing food access.
