{"id":592609,"date":"2023-09-29T15:00:00","date_gmt":"2023-09-29T12:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/hold-iran-accountable-for-expelling-nuclear-inspectors\/"},"modified":"2023-09-29T15:00:00","modified_gmt":"2023-09-29T12:00:00","slug":"hold-iran-accountable-for-expelling-nuclear-inspectors","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/hold-iran-accountable-for-expelling-nuclear-inspectors\/","title":{"rendered":"#Hold Iran accountable for expelling nuclear inspectors"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2022\/09\/99102981f9334fd1bd15b91f0daa74cd.jpg?w=900\" \/><\/p>\n<div>\n<p>The Islamic Republic of Iran\u2019s nuclear provocations continue to mount. <\/p>\n<p>The clerical regime on Sept. 16\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/un-watchdog-condemns-iranian-decision-bar-some-inspectors-2023-09-16\/\">barred<\/a>\u00a0one-third of all International Atomic Energy Agency inspectors from the country\u2019s nuclear facilities. The organization\u2019s director <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>, Rafael Grossi, said in a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iaea.org\/newscenter\/pressreleases\/iaea-director-generals-statement-on-verification-in-iran-0\">statement<\/a>\u00a0that Tehran\u2019s move is \u201cdisproportionate and unprecedented\u201d and \u201caffects in a direct and severe way the ability of the IAEA to conduct effectively its inspections in Iran.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>World powers must rectify their feckless <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach and hold Tehran accountable for its nuclear misconduct. They must censure Iran at the next IAEA Board of Governors meeting on Oct. 2, and provide a deadline for Tehran to reinstate the inspectors. If the regime fails to comply, the West should enact the snapback of UN sanctions on Iran.\u00a0<\/p>\n<p>If\u00a0Washington and its European partners were alarmed by the regime\u2019s latest nuclear provocation, they didn\u2019t show it. The U.S. and the E3 \u2014 France, Germany, and the United Kingdom \u2014 issued what amounted to a peep in an underwhelming joint\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/vienna.usmission.gov\/joint-statement-us-germany-france-and-uk-on-irans-de-designation-of-experienced-iaea-inspectors\/\">statement<\/a>. The U.S. proceeded to authorize the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/09\/18\/us\/politics\/iran-us-prisoner-release.html\">release<\/a>\u00a0of $6 billion in frozen Iranian assets in a hostages-for-prisoners deal, on top of the $10 billion Washington already unfroze this summer. Europe, for its part, stuck to its position that it won\u2019t reinstate UN missile, drone, and arms sanctions against Iran, despite their expiration on Oct. 18.\u00a0<\/p>\n<p>At the Sept. 11 to 15 IAEA board meeting, 63 countries, including the U.S. and the E3, called in a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/vienna.usmission.gov\/joint-statement-agenda-item-7d-iaea-board-of-governors-meeting-september-2023\/\">joint statement<\/a>\u00a0for Tehran to comply with a separate IAEA investigation into the regime\u2019s secret nuclear weapons work, whose status remains unknown. The U.S. and E3 also issued a separate\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.gov.uk\/government\/news\/quad-statement-at-iaea-board-of-governors-on-the-safeguards-agreement-with-iran-september-2023\">statement<\/a>\u00a0hinting at formal censure of Iran should it not comply, garnering the regime\u2019s ire. One day later, Iran\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/un-watchdog-condemns-iranian-decision-bar-some-inspectors-2023-09-16\/\">banned<\/a> all French and German IAEA inspectors.\u00a0<\/p>\n<p>As a party to the Nuclear Non-Proliferation Treaty, Iran must\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iaea.org\/publications\/factsheets\/iaea-safeguards-overview\">submit<\/a>\u00a0to regular IAEA inspections of its nuclear facilities and work with the IAEA on implementing safeguards against diversion of nuclear assets to an atomic weapons program.\u00a0The newly banned inspectors, Grossi explained, had \u201cunique knowledge in enrichment <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>.\u201d\u00a0IAEA monitoring at sensitive facilities will be curtailed as a result of Iran\u2019s move, spreading agency inspectors thin and affecting the frequency of inspections. \u00a0<\/p>\n<p>Tehran has reached a worrying nuclear status overall. It now\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/isis-online.org\/uploads\/isis-reports\/documents\/Analysis_of_September_2023_IAEA_Iran_Verification_Report_September_8_2023_Final.pdf\">possesses<\/a>\u00a0enough enriched uranium to produce weapons-grade material for 10 nuclear weapons in under four months, with additional months\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/iran-could-produce-nuclear-weapon-in-several-months-if-it-decides-to-do-so-mark-milley-says-ecd38f07\">required<\/a>\u00a0to fabricate fuel for nuclear devices. Moreover, Iran\u2019s ability to delay IAEA access to nuclear facilities \u2014 or to \u201csneak out\u201d of its nonproliferation commitments in order to make nuclear weapons in secret \u2014 becomes more viable by the day, particularly as the regime reduces inspector eyes on its activities. \u00a0<\/p>\n<p>Since\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fdd.org\/analysis\/2023\/03\/09\/exploiting-americas-declining-pressure-irans-nuclear-escalation-over-time\/\">the start<\/a>\u00a0of President Joe Biden\u2019s term in office and his administration\u2019s effort to engage the regime on nuclear constraints and improving relations, Iran has dragged the West along in negotiations, incrementally\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-iran-nuclear-iaea\/iran-tells-iaea-it-plans-to-scale-back-cooperation-in-a-week-idUSKBN2AG2HG\">reduced<\/a>\u00a0IAEA monitoring, and taken further steps toward the nuclear threshold. Now, the administration is lifting pressure on Tehran in return for\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fdd.org\/analysis\/2023\/09\/05\/despite-billions-in-sanctions-relief-iran-expands-nuclear-weapons-capabilities\/\">illusory<\/a>\u00a0nuclear concessions as Iran continues its nuclear march and other malign activities. Last week, in a speech to the UN General Assembly, Iranian President Ebrahim Raisi even\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.seattletimes.com\/nation-world\/irans-president-threatens-u-s-officials-from-the-u-n-podium-dimming-hopes-for-a-rapprochement\/\">vowed<\/a>\u00a0to avenge the 2020 killing of Iranian paramilitary commander Qassem Soleimani \u2014 an apparent threat to assassinate former U.S. officials.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Notably, the West\u2019s two statements at the IAEA lacked the weight of a formal censure by a majority of the IAEA board\u2019s 35 nations. Such resolutions can, for example, impose deadlines for compliance with board demands or refer countries to the UN Security Council for countermeasures such as sanctions. Paradoxically, Washington and the E3 feared Tehran would take drastic action if they pursued formal censure.\u00a0<\/p>\n<p>But lack of censure or strong responses to Tehran\u2019s activities is precisely what has emboldened the regime to go further. Grossi pointedly\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.iaea.org\/press\/press-conferences\">noted<\/a>\u00a0in a recent press conference a \u201cdecrease in interest\u201d by member states in holding Iran accountable.\u00a0<\/p>\n<p>Washington and the E3 must change their current path, which risks upending international security and the nonproliferation regime led by the IAEA. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>At the Oct. 2 IAEA Board of Governors meeting, America and the E3 must act in concert to pass a resolution censuring Iran and demanding Tehran reinstate inspectors. The resolution should state that if Iran fails to comply within a week, the parties will act at the UN Security Council before Oct. 18 to start the 30-day process of snapping back multilateral sanctions against Iran. These sanctions remain suspended by the 2015 nuclear accord with Iran under UN Security Council Resolution 2231, but any of the E3 countries has the right, as remaining members of the accord, to reimpose them. Importantly, Russia and China could not block the snapback.\u00a0<\/p>\n<p>Snapping back UN sanctions in response to Tehran\u2019s nuclear malfeasance would have the added benefit of reinstating the UN missile, drone, and arms embargos, which Iran has contravened for years and is now violating further by arming Russia against Ukraine. It would also reimpose international demands that Iran halt further uranium enrichment.\u00a0<\/p>\n<p>Iran has shown that it is not interested in fulfilling its nonproliferation obligations as it continues taking steps toward the bomb. The West must act now before Tehran, with impunity, builds and tests its first nuclear weapon.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p><em>Ambassador Jackie Wolcott was the U.S. representative to the International Atomic Energy Agency from 2018 to 2021.
