{"id":593504,"date":"2023-10-07T15:00:00","date_gmt":"2023-10-07T12:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/on-ukraine-biden-needs-to-step-up-and-make-the-case-before-its-too-late\/"},"modified":"2023-10-07T15:00:00","modified_gmt":"2023-10-07T12:00:00","slug":"on-ukraine-biden-needs-to-step-up-and-make-the-case-before-its-too-late","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/on-ukraine-biden-needs-to-step-up-and-make-the-case-before-its-too-late\/","title":{"rendered":"#On Ukraine, Biden needs to step up and make the case before it\u2019s too late"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/AP23051563616432-1-e1677282174837.jpg?w=900\" \/><\/p>\n<div>\n<p>As Europe\u2019s fascists flexed their muscles in 1937, President Franklin Roosevelt\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/millercenter.org\/the-presidency\/presidential-speeches\/october-5-1937-quarantine-speech\">cautioned<\/a>: \u201cLet no one imagine that America will escape; that America may expect mercy; that this Western Hemisphere will not be attacked; and that it will continue tranquilly and peacefully to carry on the ethics and the arts of civilization\u2026There is a solidarity and interdependence about the modern world, both technically and morally, which makes it impossible for any nation completely to isolate itself from economic and political upheavals in the rest of the world, especially when such upheavals <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ear to be spreading and not declining.\u201d<\/p>\n<p>FDR had <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a>ed to Chicago, at that time a hotbed of Midwestern isolationism, to explain that the oceans on America\u2019s borders would not protect it from the growing global contagion.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>FDR\u2019s efforts to mold public opinion \u2014 which would continue until Pearl Harbor burst the isolationist bubble \u2014 come to mind as grassroots opposition to U.S. military aid for Ukraine grows.<\/p>\n<p>At this inflection point, with Congress having excluded aid to Ukraine from the funding bill keeping the government running, the time seems right for President Biden to make a high-profile speech that outlines America\u2019s stakes in Ukraine and addresses the \u201cAmerica First\u201d arguments against them.<\/p>\n<p>To date, Americans have been admirably supportive of U.S. efforts to lead a global coalition to give Ukraine the economic and military aid it needs to rebuff Russia\u2019s attempted conquest and save its democracy. That has given the White House and a bipartisan majority in Congress the political leeway to send\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.state.gov\/u-s-security-cooperation-with-ukraine\/\">more than $43.9 billion in \u201csecurity assistance\u201d<\/a>\u00a0since the February 2022 invasion.<\/p>\n<p>But with Russian and Ukrainian forces\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/live\/2023\/10\/03\/world\/russia-ukraine-news\">slugging it out<\/a>\u00a0amid conflicting reports about which side is winning, U.S. public support is waning.<\/p>\n<p>In an\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.langerresearch.com\/wp-content\/uploads\/1230a1AidtoUkraine.pdf\">ABC News poll last<\/a>\u00a0month, 41 percent of respondents said Washington is sending too much aid to Ukraine, compared to 33 percent who said so back in February and 14 percent in April 2022. The difference over time is startling. Whereas now about half think the U.S. is doing the right amount or too little in Ukraine, 73 percent thought so in spring 2022.<\/p>\n<p>When it comes to public opinion, however, the bigger challenge may lie in open-ended polls about the concerns of average Americans. Asked about the most important issue facing the country,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/08\/03\/politics\/cnn-poll-economic-pessimism-joe-biden\/index.html\">CNN reported in August<\/a>, 44 percent mentioned the economy or economic issues, and no other issue even reached 10 percent.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Polling on public concerns reflects a basic reality that the White House would be wise to remember: other than when America is attacked or U.S. forces are engaged, individuals and families focus on basic matters such as paying their bills, educating their kids, and keeping everyone around them safe and healthy.<\/p>\n<p>The less engaged the public, the more leeway lawmakers have to turn foreign policy matters into political footballs. <\/p>\n<p>Though more U.S. aid probably would have sailed through the House and Senate as part of the government funding bill, House GOP hardliners\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2023\/09\/30\/ukraine-aid-government-shutdown\/\">convinced<\/a>\u00a0former Speaker Kevin McCarthy (R-Calif.) to strip it out. Before his ouster, he had talked about <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/10\/02\/mccarthy-border-security-ukraine-funding-biden\/71024944007\/\">linking future aid<\/a> to border security measures, which could complicate passage if it is tried.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Geopolitically, the timing could hardly be worse. Congress\u2019 rejection of aid\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.youtube.com\/watch?v=auEIdfq2Cmk\">undercut<\/a>\u00a0Biden\u2019s recent request and\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2023\/10\/03\/biden-rushes-assure-allies-ukraine-aid\">alarmed<\/a>\u00a0America\u2019s European allies. Ukrainian President Volodymyr Zelensky had pleaded for more aid in a\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/09\/21\/us\/politics\/zelensky-washington-biden-visit.html\">visit to Washington<\/a>\u00a0in late September. And a pro-Kremlin figure is\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/10\/01\/world\/slovakia-election-pro-russia-robert-fico-win-intl-hnk\/index.html\">poised<\/a>\u00a0to become Slovakia\u2019s next prime minister, something which could threaten the pro-Ukrainian stance of both NATO and the European Union.<\/p>\n<p>Biden, however, has the power to remind Americans that the war in Ukraine has ramifications far beyond that battlefield.<\/p>\n<p>For one thing, the Kremlin has\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/04\/22\/russian-ambition-beyond-ukraine\/\">suggested<\/a>\u00a0Ukraine is part of a larger plan to resurrect as much of the Soviet empire as possible.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>For another, China and Iran, which are both supporting Russia in its war against Ukraine, are watching closely for signs of lagging U.S. resolve \u2014 and timidity on America\u2019s part might prompt one or both of them to pursue their bolder ambitions. China is increasingly\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.arkansasonline.com\/news\/2023\/apr\/11\/saber-rattling-china-is-ready-to-fight\/\">saber-rattling<\/a>\u00a0against Taiwan, while Iran continues its expansionist ways across the Middle East and its <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/iranprimer.usip.org\/blog\/2021\/may\/05\/timeline-us-iran-naval-encounters\">harassment of U.S. Navy ships<\/a> in regional waters.<\/p>\n<p>To be sure, Biden won\u2019t move mountains with a single speech. FDR certainly didn\u2019t on that warm October day in 1937. But what he can do \u2014 especially if he reiterates his arguments in other important settings in the coming months \u2014 is shore up support from those who already back aid to Ukraine, and perhaps soften the opposition to it.<\/p>\n<p>That, in turn, would further embolden lawmakers who have supported aid to continue to do so, and it might give aid-supporting lawmakers with more skeptical constituencies a bit more leeway to follow their own instincts.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>With so much at stake in Ukraine, a president who has done an admirable job in rallying the West should leave nothing to chance.<\/p>\n<p><em>Lawrence J.
