The U.S. signed the 1996 Comprehensive Nuclear Test Ban Treaty, but it was never ratified in Congress.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Rybakov\u2019s announcement comes after Russian President Vladimir Putin threatened Russia would pull out of the treaty last week. The country recently tested a new nuclear-powered missile system, Putin said.<\/p>\n<p>On Friday, the Russian lower house speaker said the move was in retaliation for U.S. support of Ukraine.<\/p>\n<p>\u201cWashington and Brussels have unleashed a war against our country,\u201d Vyacheslav Volodin said. \u201cToday\u2019s challenges require new decisions.\u201d<\/p>\n<p>\u201cIt conforms with our national interests,\u201d he continued. \u201cAnd it will come as a quid pro quo response to the United States, which has still failed to ratify the treaty.\u201d<\/p>\n<p>Defense analysts have theorized that the timing of the test ban change could put pressure on the U.S. and Western allies to stop backing Ukraine.<\/p>\n<p>Ryabkov said the change in policy is in response to a lack of action from the U.S. on the treaty.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cWe believe that the 23 years that we have been waiting for something to change in Washington in terms of ratification are quite a sufficient time for this step to be made,\u201d he said. \u201cRegrettably, no indications that the U.S. is going to follow this path are visible, and so we have no choice but to balance our position.\u201d<\/p>\n<p>He pointed to Putin\u2019s earlier order to make the country\u2019s nuclear testing range ready for resuming tests, emphasizing that \u201cthe resumption of tests is possible if the U.S. conducts a test.\u201d<\/p>\n<p><em>The Associated Press contributed to this report.<\/em><\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
