Protectionism won\u2019t change that."},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/10\/dji_drone_china_04272022_AP_AP22117264864323.jpg?w=900\" \/><\/p>\n<div>\n<p>President Ronald Reagan famously once\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reaganfoundation.org\/ronald-reagan\/reagan-quotes-speeches\/news-conference-1\/\">said<\/a>: \u201cThe nine most terrifying words in the English language are \u2018I\u2019m from the government, and I\u2019m here to help.\u2019\u201d Yet just as terrifying, and increasingly commonplace, are calls for government action to address imperfect policies, which often amount to cures worse than the diseases.\u00a0\u00a0<\/p>\n<p>Such is the case with the crescendo of voices clamoring for the United States to prevent drone competition from China in markets with an alleged nexus to \u201cnational security,\u201d a concept infinitely elastic and manipulable to advance ulterior motives.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Adam Smith, a brilliant economist, and philosopher, correctly\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.adamsmith.org\/adam-smith-quotes\">observed<\/a>\u00a0centuries ago the starting point for thinking about government attempts to outfox open markets and competition:\u00a0<\/p>\n<p>\u201cLittle else is requisite to carry a state to the highest degree of opulence from the lowest barbarism, but peace, easy taxes, and a tolerable administration of justice: all the rest being brought about by the natural course of things.\u201d<\/p>\n<p>Smith later added that the government invariably acts to seize or maintain political power, not to optimize consumer welfare or prosperity <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>ly. What is advertised as temporary fixes to rectify market imperfections become permanent bureaucratic deadweights. These endure long after putative solutions have become obsolete through the marvel of\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.investopedia.com\/terms\/c\/creativedestruction.asp\">creative destruction<\/a>\u00a0\u2014 new ways of doing business \u2014 celebrated by legendary economist Joseph Schumpeter.\u00a0<\/p>\n<p>President Reagan also presciently\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/Reagan_Library\/status\/757233947650719744\">taught<\/a>, \u201cNothing lasts longer than a temporary government program.\u201d\u00a0\u00a0<\/p>\n<p>The high-octave cries to protect U.S.-made drones from Chinese competition should be resisted. DJI, a global company headquartered in China, currently produces the\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2023\/02\/08\/worlds-largest-drone-maker-dji-is-unfazed-by-challenges-like-us-blacklist.html\">most popular drones<\/a>\u00a0in the world. The response from American manufacturers is not to make superior drones or to redouble their efforts to innovate, but to summon hysterical fears of China to shield themselves from competition.\u00a0<\/p>\n<p>Recently, Chad Wolf, former acting secretary of the Department of Homeland Security, made the domestic manufacturers\u2019 case.\u00a0He\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foxnews.com\/opinion\/next-front-china-economic-war-out-this-world\">denounces<\/a>\u00a0these Chinese-made drones as a national security threat and says the Federal Aviation Administration and Department of Defense should step in to regulate them and encourage U.S. drone use.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>What does Wolf have to substantiate his national security claim? Mostly the discredited precedent of Lewis Carroll\u2019s \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.poetryfoundation.org\/poems\/43909\/the-hunting-of-the-snark\">The Hunting of the Snark<\/a>\u201d:\u00a0\u201dI have said it thrice: What I tell you three times is true.\u201d Wolf references dangers yet gives few examples to back them up. Despite what the quote suggests, just saying something enough doesn\u2019t amount to evidence.\u00a0<\/p>\n<p>Wolf also argues\u00a0that the Chinese government has supported its\u00a0drone makers and \u201cflooded global markets with cheap, subsidized drones\u201d with some estimates saying it now accounts for \u201cmore than 90 percent of the U.S. consumer drone market,\u201d \u201cmore than 70 percent of the drones used as industrial tools,\u201d and \u201ca majority of drones used by first responders.\u201d\u00a0<\/p>\n<p>But\u00a0United States anti-dumping laws already prohibit foreign suppliers from unfair predatory pricing to compromise competition with domestic rivals.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Wolf also stoops to the pejorative \u201ccheap\u201d to stigmatize the Chinese-made drones. But why would users and consumers voluntarily buy them if they did not provide commensurate value? In reality, these drones have been adopted in large numbers because American companies have found that value \u2014 whether in the time they save, their ability to replace manned aircraft missions or in developing new lines of work.\u00a0\u00a0\u00a0<\/p>\n<p>Wolf finally pleads for subsidies and protectionism to gain market share for U.S.-made drones. He urges \u201cmanufacturing tax credits,\u201d \u201cloan guarantees to drone and component manufacturers,\u201d and \u201cfederal grants for first responders, infrastructure inspection and Department of Defense programs.\u201d He encouraged Congress to create a \u201cwell-funded program\u201d to help agencies switch to American-made drones.<\/p>\n<p>But are consumers served if these American drones we transition to are not sufficient for the job? Drone users should be able to choose products because they are the best option, not because they are the\u00a0<em>only<\/em>\u00a0option. As the market stands today, Chinese drones are, for many, the best option. Presuming otherwise ignores the reality in which we live.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cCuring\u201d the domestic drone market by cutting off competition is vastly worse than the affliction, especially when the so-called cure rests upon presumptions rather than fact.\u00a0\u00a0<\/p>\n<p><em>Bruce\u00a0Fein\u00a0was associate deputy attorney general under President Ronald Reagan.
