{"id":597622,"date":"2023-11-14T02:20:59","date_gmt":"2023-11-13T23:20:59","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/speaker-johnson-faces-balancing-act-to-avoid-shutdown\/"},"modified":"2023-11-14T02:20:59","modified_gmt":"2023-11-13T23:20:59","slug":"speaker-johnson-faces-balancing-act-to-avoid-shutdown","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/speaker-johnson-faces-balancing-act-to-avoid-shutdown\/","title":{"rendered":"#Speaker\u00a0Johnson faces balancing act to avoid shutdown"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/johnsonmike_110223mn02_w.jpg?w=900\" \/><\/p>\n<div>\n<p>Disagreement among House Republicans over Speaker Mike Johnson\u2019s (R-La.) two-step plan to extend government funding until next year is throwing Washington into uncertain territory ahead of a Friday shutdown deadline \u2014 a familiar pattern for the House GOP that is nonetheless creating the Speaker\u2019s first major balancing act of his tenure.<\/p>\n<p>Chances of a shutdown seemed to decrease Monday, as indications emerged that Democrats could help Johnson pass the two-step continuing resolution (CR) despite their reservations, with Senate Majority Leader Chuck Schumer (D-N.Y.)\u00a0saying he was \u201cpleased\u201d that Johnson was advancing a bill without spending cuts, and House Democratic leaders saying they were \u201ccarefully evaluating\u201d the proposal.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>But Johnson still faces a tricky path to final passage \u2014\u00a0and his handling of the stopgap will set the tone for how he handles the right flank and government funding issues going forward.\u00a0<\/p>\n<p>At least nine House Republicans had voiced their opposition to the plan as of Monday evening.<\/p>\n<p>One of the nine, Rep. Chip Roy (R-Texas), expressed dis<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ointment with the new Speaker\u2019s tactics. He criticized the bill for not including any changes to asylum policies or funding of the Department of Homeland Security, mentioning the recent deaths of two Americans in a head-on collision\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abcnews.go.com\/US\/7-killed-head-crash-involving-suspected-migrant-smuggling\/story?id=104733687\">with a suspected<\/a>\u00a0migrant smuggling vehicle, which also killed the five migrants.<\/p>\n<p>\u201cIt\u2019s absurd that we\u2019re continuing to fund that. Mike [Johnson] ought to know better, and Republicans who are thinking about supporting this ought to know better,\u201d Roy said.<\/p>\n<p>Johnson argues that the two-step plan is the best way to avert a massive omnibus funding package pushed by the Senate \u2014\u00a0a key demand of conservatives \u2014 and allows Congress more time to negotiate on fiscal 2024 funding after Republicans lost three weeks to finding a replacement for ousted former Speaker Kevin McCarthy (R-Calif.).<\/p>\n<p>\u201cThe two-step CR is a way to get the broken appropriations process back on track without resulting in a massive omnibus spending bill,\u201d Rep. Andy Harris (R-Md.), an architect of the two-step plan, wrote on X, formerly known as <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Under the CR, part of government funding would run out Jan. 19, with the rest running out Feb. 2 \u2014 a concept that members of the hard-line conservative House Freedom Caucus initially embraced.<\/p>\n<p>But now, many of those members in the right flank are enraged that the bill extends funding at current levels \u2014 dubbing it a \u201cclean\u201d CR \u2014 without shooting for conservative policy concessions or making substantial cuts to spending.<\/p>\n<p>\u201cI will not support a status quo that fails to acknowledge fiscal irresponsibility, and changes absolutely nothing while emboldening a do-nothing Senate and a fiscally illiterate President,\u201d Rep. Scott Perry (R-Pa.), chair of the House Freedom Caucus,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/x.com\/RepScottPerry\/status\/1724065006210216186?s=20\">said on X<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>More than enough House Republicans have expressed opposition to the plan to make GOP leadership need to rely on Democratic votes in order to pass the bill.<\/p>\n<p>Democrats and the White House have sharply criticized the two-step CR, with White House press secretary Karine Jean-Pierre calling it \u201ca recipe for more Republican chaos and more shutdowns.\u201d If it does not pass, Congress will have to scramble to come up with an alternative plan to avoid a shutdown the weekend before the Thanksgiving holiday.<\/p>\n<p>But President Biden told reporters Monday that he would not make a determination about whether he would veto the bill if it came to his desk, and Democratic leaders in both chambers declined to flatly oppose the bill.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Though the two-deadline approach concerns Democrats, and the bill does not include the funding for Israel and Ukraine that they would have liked to see, there is little else in it for them to oppose.<\/p>\n<p>\u201cFor now, I am pleased that Speaker Johnson seems to be moving in our direction by advancing a CR that doesn\u2019t include the highly partisan cuts that Democrats have warned against,\u201d Schumer said on the Senate floor.<\/p>\n<p>A \u201cDear Colleague\u201d letter from House Minority Leader Hakeem Jeffries (D-N.Y.), Minority Whip Katherine Clark (D-Mass.), and Democratic Caucus Chair Pete Aguilar (D-Calif.) on Monday said they found the two-step proposal \u201ctroublesome\u201d but did not fully oppose it.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>They said they were \u201ccarefully evaluating\u201d the bill.<\/p>\n<p>One House Democrat\u00a0told The Hill on Monday\u00a0that he will vote for the stopgap: Rep. Dean Phillips (D-Minn.), who is mounting a long-shot bid for the Democratic presidential nomination.<\/p>\n<p>But getting Democratic votes on the bill\u2019s final passage is only one challenge for House GOP leaders.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>First, the House GOP needs to pass the procedural \u201crule,\u201d which governs how a bill is considered on the House floor and is <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>ly unanimously opposed by members of the minority party, despite how they might vote on the underlying legislation.<\/p>\n<p>Roy on Monday said he would vote against the rule on the House floor, and Rep. Ralph Norman (R-S.C.) said he would likely oppose it. Republicans can only afford to lose three GOP votes on the rule and still see the legislation advance, assuming full attendance and unified Democratic opposition.<\/p>\n<p>To avoid a failed rule vote, House Republicans could bring up the CR under a fast-track procedure called suspension of the rules \u2014 but it would need support from two-thirds of the House in order to pass.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>House GOP leaders were exploring that option Monday, according to House Rules Committee Chair Tom Cole (R-Okla.).<\/p>\n<p>Pursuing such a move would require support from dozens of Democrats for passage \u2014 and could further inflame the right flank. Roy said that bringing the bill up under suspension \u201cwould be a very bad idea.\u201d<\/p>\n<p>Rep. Jim McGovern (Mass.), the top Democrat on the House Rules Committee, said Republicans \u201cmay not have any other choice\u201d but to bring the CR up under suspension.<\/p>\n<p>In one sense, avoiding a government shutdown and getting agreement from Democrats would be a victory for Johnson.\u00a0<\/p>\n<p>Republicans have generally not politically benefited from forcing shutdowns in years past, and it would force Democrats who had fiercely criticized Johnson personally, as well as his stopgap approach, to accept his strategy.<\/p>\n<p>Still, working with Democrats risks turning Republicans who helped elect Johnson to the Speakership against him, and eroding confidence in his ability to negotiate concessions down the line.<\/p>\n<p>One key question will be whether more Democrats support the bill than Republicans \u2014 a dynamic that had prompted fierce criticism of McCarthy multiple times this year.<\/p>\n<p>McCarthy was ousted in the wake of fury at his decision to move a \u201cclean\u201d CR with the support of Democrats at the last funding deadline in September.<\/p>\n<p>Norman said he is not yet satisfied with how the new GOP leadership is handling the fiscal issues that matter most to him.<\/p>\n<p>\u201cI\u2019m very frustrated that we don\u2019t have top lines\u201d on full-year appropriations, Norman said.\u00a0<\/p>\n<p>But even those who are most vocally opposed to the stopgap plan are not ready to float replacing Johnson with a different Speaker.<\/p>\n<p>\u201cI\u2019m not gonna go down that road,\u201d Roy said.<\/p>\n<p>\u201cHe inherited a bad situation,\u201d Norman said.<\/p>\n<p><em>Mike Lillis and Mychael Schnell contributed.<\/em><\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
