{"id":597678,"date":"2023-11-14T14:00:00","date_gmt":"2023-11-14T11:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/mcconnell-backs-speakers-spending-proposal-despite-lack-of-ukraine-money\/"},"modified":"2023-11-14T14:00:00","modified_gmt":"2023-11-14T11:00:00","slug":"mcconnell-backs-speakers-spending-proposal-despite-lack-of-ukraine-money","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/mcconnell-backs-speakers-spending-proposal-despite-lack-of-ukraine-money\/","title":{"rendered":"#McConnell backs Speaker\u2019s spending proposal despite lack of Ukraine money\u00a0"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/11\/mcconnellmitch_103123gn07_w.jpg?w=900\" \/><\/p>\n<div>\n<p>Senate Republican Leader Mitch McConnell (Ky.) is backing Speaker Mike Johnson\u2019s (R-La.) two-step proposal to fund the government, even though it will not include funding for Ukraine, which is a top McConnell priority. \u00a0<\/p>\n<p>McConnell\u2019s decision to embrace the new Speaker\u2019s spending strategy means Republican leaders are united heading toward the Nov. 17 government funding deadline. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>As a result, there is growing pressure on Senate Majority Leader Chuck Schumer (D-N.Y.) to go along with Johnson\u2019s plan.<\/p>\n<p>Schumer has insisted for weeks that spending legislation must have bipartisan support, and with McConnell firmly on board the Johnson proposal, Senate Democrats don\u2019t have much choice but to go along with it, too.<\/p>\n<p>Schumer postponed a procedural vote scheduled for Monday on moving the legislative vehicle for the continuing resolution in order to give the House more time to act. \u00a0<\/p>\n<p>The big question now is whether Johnson can muster enough votes to pass the stopgap funding measure out of the House. But senators said Monday that they expect that he will get it done. \u00a0<\/p>\n<p>McConnell praised Johnson\u2019s proposal Monday as \u201ca responsible measure that will keep the lights on, avoid a harmful lapse in federal spending\u201d and allow lawmakers to finish in their work on the annual spending bills over the next two months.<\/p>\n<p>\u201cI will continue to support the C.R. and encourage my colleagues to do the same thing,\u201d he said.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>McConnell\u2019s allies, including Senate <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>ropriations Committee Vice Chair Susan Collins (R-Maine), had made clear last week that they are not fans of breaking up funding for federal departments and agencies into two pools of funding with different expiration dates. \u00a0<\/p>\n<p>Senate leaders had initially wanted to get the regular appropriations bills and an emergency supplemental foreign aid package finished before the end of the year. \u00a0<\/p>\n<p>But McConnell, who has come under increasing pressure from Senate conservatives to back Johnson\u2019s strategy, indicated Monday that he would follow the new Speaker\u2019s lead, even though it leaves funding for Ukraine in limbo over the next few weeks. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Conservatives who attempted to topple McConnell from his leadership job in November, including Sens. Ron Johnson (Wis.) and Rick Scott (Fla), called on McConnell to back Johnson\u2019s proposal.<\/p>\n<p>Facing McConnell\u2019s and Johnson\u2019s unified stance, Schumer signaled Monday that Democrats are ready to accept the House spending stopgap.<\/p>\n<p>Schumer praised it as a good step in the right direction, because it extends government funding at current levels and does not include the steep cuts demanded by House conservatives. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cI am pleased that Speaker Johnson seems to be moving in our direction by advancing a C.R. that does not include the highly partisan cuts that Democrats have warned against,\u201d he said on the floor.<\/p>\n<p>Schumer also praised Johnson\u2019s plan for setting a Feb. 2 funding expiration date for the Department of Defense, keeping it tied to many of the nondefense <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> spending programs that are important to Democrats.\u00a0<\/p>\n<p>But Johnson\u2019s plan leaves aside funding for Ukraine \u2014 a top priority for the Biden administration, as well as McConnell.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>If Congress approves Johnson\u2019s proposal to extend current funding levels into 2024, there won\u2019t be another must-pass government funding bill for Ukraine or Israel funding to ride on until January.<\/p>\n<p>Lawmakers may now look at the possibility of tacking it on to the annual defense authorization bill.<\/p>\n<p>Senate Democratic Whip Dick Durbin (D-Ill.) on Monday said he would be worried about the fate of Ukraine funding if Congress passes Johnson\u2019s proposal.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cI think we got to get serious about it, and we got to put it together with the other major elements of the supplemental, get it all done,\u201d he said of funding for Ukraine, warning that Congress needs to approve it before the end of the year.<\/p>\n<p>President Biden proposed an emergency supplemental bill that would include money for Israel, Ukraine, the U.S. border and other priorities.<\/p>\n<p>Sen. Roger Wicker (R-Miss.), a member of McConnell\u2019s leadership team, said he wasn\u2019t happy about moving a stopgap without Ukraine funding.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>\u201cIt bothers me, but we just need to make sure it gets done,\u201d he said. \u00a0<\/p>\n<p>Many Senate and House Republicans, however, are insisting that Ukraine funding be attached to immigration policy reforms to dramatically reduce the flow of migrants across the U.S.-Mexico border, complicating the situation. \u00a0<\/p>\n<p>Given how difficult it will be to reach a bipartisan deal on immigration, Ukraine funding has no clear path of passing before next year. \u00a0<\/p>\n<p>A bipartisan group of senators including Sens. Kyrsten Sinema (I-Ariz.), Thom Tillis (R-N.C.), Chris Murphy (D-Conn.) and James Lankford (R-Okla.) will continue to negotiate on a border security proposal to be paired with Ukraine funding, but they\u2019re not close to a deal. \u00a0<\/p>\n<p>Murphy has compared getting a deal on immigration policy and border security \u2014 a thorny issue that has stymied lawmakers repeatedly over the past 20 years \u2014 to sinking a \u201c<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">trip<\/a>le bank shot\u201d in a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a> of pool. \u00a0<\/p>\n<p>McConnell\u2019s top deputy, Senate Republican Whip John Thune (R-S.D.), said Democrats aren\u2019t yet ready to negotiate major border security and asylum reforms in exchange for Ukraine funding but predicted they will soften their position to get a deal. \u00a0<\/p>\n<p>\u201cThey have to get serious in these negotiations, and right now they\u2019re not,\u201d he said.\u00a0<\/p>\n<p>Thune said the Senate immigration talks will resume this week. \u00a0<\/p>\n<p>As a result, he said funding for Ukraine, Israel and border security reforms will move \u201con a separate track.\u201d\u00a0<\/p>\n<p>Sen. Shelley Moore Capito (R-W.Va.), a member of McConnell\u2019s leadership team and a senior member of the Appropriations Committee, said she\u2019s not thrilled about punting the annual spending bills into 2024 but acknowledged that lawmakers in both parties are coalescing behind Johnson\u2019s proposal.<\/p>\n<p>\u201cIt\u2019s not a responsible way to budget,\u201d she said, referring to a long-term continuing resolution. \u201cI like the Christmas date the best\u201d as a deadline for passing the annual spending bills but observed \u201csounds like this is congealing, so we\u2019ll just live with it.\u201d\u00a0\n<\/p><\/div>\n<p>Copyright 2023 Nexstar Media Inc.
