The Cambridge team advocates a change of priorities.<\/p>\n<p><span style=\"font-weight: 400;\">Haydn Belfield, a co-lead author of the report, noted that <\/span><span style=\"font-weight: 400;\">data and algorithms \u201care intangible and difficult to control.\u201d <\/span><span style=\"font-weight: 400;\">Hardware, by contrast, is detectable, excludable, and quantifiable. It\u2019s also produced via an extremely concentrated supply chain. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">These characteristics make compute a\u00a0good lever for regulation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cComputing hardware is visible, quantifiable, and its physical nature means restrictions can be imposed in a way that might soon be nearly impossible with more virtual elements of AI,\u201d Belfield said in a statement.<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"New_guardrails_for_AI_chips\"><\/span>New guardrails for AI chips<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Governments have attempted to curb the AI power of rival states by imposing export controls on semiconductors.<\/p>\n<p>These measures have received a mixed response. Supporters say they\u2019re effective in the short-term, but critics argue they cause economic harm and ultimately rally opponents.<\/p>\n<p>The report present several alternative restrictions. One is<span style=\"font-weight: 400;\"> adding a unique identifier to each chip, which would mitigate espionage and chip smuggling. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">To reinforce these tags, an international<\/span> registry could track the flow of chips destined for AI supercomputers.<\/p>\n<p>All chip<span style=\"font-weight: 400;\"> producers and sellers would be required to report every transfer and the compute<span style=\"color: #000000;\"> under control<\/span>\u00a0by each state and corporation<\/span><span style=\"font-weight: 400;\">. Regular<\/span>\u00a0audits would ensure that the records remain accurate.<\/p>\n<p><span>\u201cGovernments already track many economic transactions, so it makes sense to increase monitoring of a commodity as rare and powerful as an advanced AI chip,\u201d Belfield said.<\/span><\/p>\n<p>Alongside the tags and registry, the report suggests <span style=\"font-weight: 400;\">\u201ccompute caps\u201d to restrict AI chips and \u201csmart switches\u201d to terminate dangerous use.<\/span><\/p>\n<p>These proposals arrive amid a boom in the chip market. In the last few days alone, Nvidia <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2024\/02\/13\/nvidia-market-cap-passes-amazon-on-strength-of-ai-boom.html\">surpassed Amazon<\/a> in market capitalisation, while shares in semiconductor designer Arm soared by <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bbc.co.uk\/news\/business-68281047\">over 50%<\/a>.<\/p>\n<p>Any radical safety measures may, therefore, have a harder time gaining support from companies than governments.\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
