\n A New Jersey police officer caught on video pepper-spraying two people allegedly without provocation, is facing assault charges, prosecutors said.<\/p>\n

Woodlynne Police Officer Ryan Dubiel, 31, was charged Wednesday with two counts of simple assault in a June 4 confrontation that was caught on video as he deployed oleoresin capsicum spray, the Camden County Prosecutor\u2019s Office said Wednesday.<\/p>\n

The victims, identified in reports as a 16-year-old man and his 20-year-old friend, were \u201cnot observed physically resisting or attempting to harm\u201d anyone when Dubiel unleashed the pepper-spray without cause, prosecutors allege.<\/p>\n

New Jersey Attorney General<\/a> Gurbir Grewal said the alleged assault was an \u201cappalling and completely unjustified use of force,\u201d adding that Dubiel has worked for nine different police departments throughout his law enforcement career.<\/p>\n

Grewal said the officer\u2019s alleged actions show the need for a statewide licensing program for officers, similar to the licensing of doctors, nurse and attorneys.<\/p>\n

Footage of the incident obtained by WPVI appears to show Dubiel \u2014 a Woodlynne officer of just 10 months \u2014 pepper-spraying 16-year-old James Horn and his 20-year-old friend as the officer responded to a report of people smoking marijuana.<\/p>\n

Dubiel then started \u201cpepper-spraying everybody on the porch\u201d as Horn said he wanted to call his brother, who is his guardian, the station reports.<\/p>\n

\u201cMy body was on fire, I could barely see,\u201d Horn said. \u201cMy whole body was very, very hot.\u201d<\/p>\n

Police cited Horn and his unidentified friend with underage tobacco violations, WPVI reports.<\/p>\n

Dubiel is currently suspended without pay, according to the Camden County Prosecutor\u2019s Office.<\/p>\n

\u201cAfter careful review, it was clear Dubiel\u2019s action are not consistent with the State of New Jersey use-of-force policy,\u201d Acting Camden County Prosecutor Jill Mayer said in a statement.\n <\/p><\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n
