The law passed with <span>523 votes in favour, 46 against, and 49 abstentions.<\/span><\/p>\n<p>\u201cEurope is NOW a global standard-setter in AI,\u201d Thierry Breton, the bloc\u2019s commissioner for the internal market, wrote on X.<\/p>\n<p>Breton\u2019s claim was echoed across the tech world \u2014 although not always with praise. By <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roving the first law of its kind, the AI Act has set a precedent for governments across the world.<\/p>\n<p style=\"font-weight: 400;\"><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.forrester.com\/analyst-bio\/enza-iannopollo\/BIO5004\">Enza Iannopollo<\/a>, an analyst at tech advisory firm Forrester, hailed the law\u2019s adoption as the \u201cbeginning of a new <span class=\"il\">AI<\/span> era.\u201d<\/p>\n<p class=\"m_-2685831352261187406paragraph\"><span class=\"m_-2685831352261187406normaltextrun\">\u201cLike it or not, with this regulation, the EU establishes the \u2018de facto\u2019 standard for trustworthy <span class=\"il\">AI<\/span>, <span class=\"il\">AI<\/span> risk mitigation, and responsible <span class=\"il\">AI,\u201d she told TNW.<\/span> \u201cEvery other region can only play catch-up.\u201d<\/span><\/p>\n<p><span class=\"m_-2685831352261187406normaltextrun\"><span class=\"il\">The bloc\u2019s timing has also caught attention. The EU had initially planned to vote on the law next month, before deciding that an earlier decision was required.<\/span><\/span><\/p>\n<p>\u201cThey recognise that the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> and its adoption is moving so fast that there is no time to waste, especially when there isn\u2019t an alternative framework available,\u201d <span class=\"m_-2685831352261187406normaltextrun\"><span class=\"il\">Iannopollo said.<\/span><\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_path_to_implementation\"><\/span>The path to implementation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Despite being an EU law, the AI Act will apply to companies around the world that do business in the bloc.<\/p>\n<p>Breaches of the rules can trigger fines of 7% of a company\u2019s global turnover. That\u2019s sparked concern in big tech, which receives more favourable regulation in the US.<\/p>\n<p>Many European businesses have also raised objections. They worry that the continent\u2019s tech sector will be pushed further behind their competitors in the US and China. Lobbying from European startups Mistral AI and Aleph Alpha reportedly pushed the EU to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/corporateeurope.org\/en\/2023\/11\/big-tech-lobbying-derailing-ai-act\">relax the rules<\/a> for foundation models, <span>a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>-purpose technology that underpins the likes of\u00a0<\/span>OpenAI\u2019s<span>\u00a0ChatGPT.<\/span><\/p>\n<p>In an attempt to allay their concerns, the AI Act divides applications into different risk categories. The strictest rules are reserved for \u201chigh-risk\u201d systems, from cars to law enforcement tools. Deployments designated \u201cunacceptable\u201d \u2014 such as <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> credit scoring \u2014 will be banned altogether.<\/p>\n<p>These rules are expected to take effect this May.
