As early as 1836, editor William Cullen Bryant wrote: \u201cStrike the right of associating for the sale of labor from the privileges of a freeman, and you may as well at once bind him to a master.\u201d<\/p>\n<p>Even before Congress created the federal holiday in 1894, New York hosted the nation\u2019s first Labor Day parade when 10,000 workers took off from their jobs to march from City Hall to Union Square. As the movement grew, so did the parades and celebrations.<\/p>\n<p>But times have changed. Today, Labor Day is largely an occasion for sales, end-of-summer cookouts and back-to-school preparations. Why? Because the movement has sharply diminished and dramatically changed.<\/p>\n<p>In 1954, more than one in three American workers was a union member. Today, it\u2019s less than one in 15 private-sector workers \u2014 but, in a huge shift, more than one-third of public-sector workers. Indeed, nearly half of all union members today work for government.<\/p>\n<p>Yet even as pro-union a president as Franklin Delano Roosevelt \u2014 who did more than any other chief executive to extend organized labor\u2019s reach \u2014 was certain that unions had no place in government service.
