At the core of the rising tensions lies the quest for tech supremacy as well as economic and national security.<\/p>\n<p>\u201cIn a world powered by <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>, those who lead are those who control the most critical technologies, and their supply chains,\u201d EUcompetition chief Margrethe Vestager said during a speech on Tuesday.<\/p>\n<p>With cleantech one of the critical technologies for the bloc, Vestager also announced a new round of investigations into Chinese producers of wind turbines destined for wind parks in Spain, Greece, France, Romania, and Bulgaria.<\/p>\n<p>The reason behind the probes are concerns over unfair competition as a result of foreign subsidies that provide non-European manufacturers with a trade advantage. For instance, industry lobby WindEurope <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/windeurope.org\/newsroom\/press-releases\/eu-starts-investigation-into-chinese-wind-turbines-under-new-foreign-subsidies-regulation\/\">estimates<\/a> that Chinese wind turbines are up to 50% cheaper than their alternatives made inside the bloc.<\/p>\n<div class=\"inarticle-wrapper channel-cta\">\n<div class=\"ica-text\">\n<p class=\"ica-text__title\">TNW Conference 2024 &#8211; Calling all Scaleups to join on June 20-21<\/p>\n<p>Showcase your scaleup in front of investors, change-makers and potential customers with our curated Scaleup package.<\/p>\n<\/div>\n<\/div>\n<p>Meanwhile, China already dominates solar technology production, accounting for 80% of the global market. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_24_411\">Less than 3%<\/a> of the solar panels installed in the EU are produced in Europe.<\/p>\n<p>\u201cWe can\u2019t afford to see what h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ened on solar panels happening again on electric vehicles, wind or essential chips,\u201d Vestager said.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"China_a_%E2%80%9Csystemic_rival_and_partner%E2%80%9D\"><\/span>China, a \u201csystemic rival and partner\u201d<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The Union\u2019s competition chief has <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_24_1927\">repeatedly characterised<\/a> China as a \u201cpartner, economic competitor, and systemic rival.\u201d<\/p>\n<p>On the one hand, China is a key trading partner, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_23_2063\">accounting for<\/a> 9% of the Union\u2019s goods exports and over 20% of its goods imports. On the other hand, Beijing\u2019s alliance with Russia has raised concerns \u2014 much like its \u201cincreasingly assertive actions,\u201d <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_23_2063\">according to<\/a> EU chief Ursula von der Leyen.<\/p>\n<p>For this reason, the EU has been focusing on de-risking its economy. The stakes are especially high for clean tech \u2014 and the bloc is aiming to ensure sufficient domestic production to cover at least 40% of its green energy demand by 2030.<\/p>\n<p>The Net Zero Industrial Act (NZIA) plays a vital role in achieving this goal, as does the Critical Raw Materials Act. The first seeks to boost domestic manufacturing capacity, while the second aims to reduce reliance on third countries for raw materials. For context, the EU <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_23_2063\">imports<\/a> 98% of its rare earths supply, 93% of magnesium, and 97% of its lithium needs from China.<\/p>\n<p>\u201cWe have seen how one-sided dependencies can be used against us,\u201d Vestager said. \u201cAnd this is why Europe, just as the US, is reacting.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_tech_race_beyond_cleantech\"><\/span>A tech race beyond cleantech<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Alongside cleantech, the EU\u2019s list of critical technologies aims to safeguard from China applications that range from AI and quantum computing to robotics and biotech.<\/p>\n<p>\u201cThe European Union needs to define its future relationship with China and other countries in sensitive high-tech areas,\u201d vor der Leyen said last month.<\/p>\n<p>The bloc fears that these technologies have dual-use potential, meaning that they can deliver both commercial and military applications. To ensure its own national security, the European Commission is already <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/research-and-innovation.ec.europa.eu\/document\/download\/7ae11ca9-9ff5-4d0f-a097-86a719ed6892_en\">considering allocating funding<\/a> from its \u20ac95.5bn Horizon Europe research programme for the development of such dual-use tech.<\/p>\n<p>Semiconductor chips are also at the heart of the bloc\u2019s digital sovereignty and economic de-risking policies.<\/p>\n<p>The EU isn\u2019t simply attempting to bolster its domestic chip production and strengthen its competitiveness in the sector. It\u2019s also supporting US efforts to curb China\u2019s semiconductor industry.<\/p>\n<p>\u201cWe fully agree with the objective of depriving China of the most advanced chips,\u201d Commissioner for Internal Market Thierry Bretton <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.csis.org\/events\/transatlantic-tech-and-security-conversation-eu-commissioner-thierry-breton\">said<\/a> last year.<\/p>\n<p>But while the EU might have a chance to catch up in the cleantech race, experts argue that neither the bloc, nor China \u2014 and nor anybody else for that matter \u2014 have any chance for semiconductor independence.\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
