Credit: UN Environment Programme One Atmosphere report<br \/>\n            <\/figcaption><\/figure>\n<\/div>\n<\/div>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unep.org\/news-and-stories\/story\/new-report-explores-issues-around-solar-radiation-modification\">Solar Radiation Modification (SRM)<\/a> is a suite of possible technologies to counteract global warming by reflecting incoming solar radiation.<\/p>\n<section class=\"article-banner first-banner ads-336x280\"><!-- \/4988204\/Phys_Story_InText_Box --><br \/>\n      <\/section>\n<p>Some SRM proposals involve the injection of reflective aerosols into the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.britannica.com\/science\/stratosphere\">stratosphere<\/a>; others include <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.metoffice.gov.uk\/weather\/learn-about\/weather\/types-of-weather\/clouds\/high-clouds\/cirrus\">cirrus cloud<\/a> thinning and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1038\/d41586-021-02290-3\">marine cloud<\/a> brightening.<\/p>\n<p>In all cases, SRM proposals are intentional human interventions in the climate system that aim to reduce global warming by increasing the reflectivity of the Earth rather than by decreasing human greenhouse gas emissions.<\/p>\n<p>Climate <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1073\/pnas.0700419104\">model experiments<\/a>, as well as reports from the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ipcc.ch\/report\/ar6\/wg1\/chapter\/chapter-4\/\">IPCC<\/a>, the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/41903\/one_atmosphere.pdf?sequence=3&amp;isAllowed=y\">United Nations Environment Program<\/a> and the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/research-and-innovation.ec.europa.eu\/system\/files\/2023-08\/Scoping_paper_SRM.pdf\">European Commission<\/a> show that these technologies could potentially slow the rate of global warming and even cool the planet. However, these same reports also caution that SRM technologies could themselves change the climate in ways that would generate severe adverse impacts.<\/p>\n<p>There is no global consensus around SRM as a climate change response strategy.<\/p>\n<p>At the recent <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.unep.org\/environmentassembly\/unea6\/\">Sixth United Nations Environment Assembly (UNEA)<\/a>, attended by one of the authors, Jennifer Garard, world governments were unable to come to an agreement on whether to call for a scientific assessment of the potential and risks of SRM deployment and the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/enb.iisd.org\/unea6-oecpr6-29feb2024\">resolution was withdrawn<\/a>.<\/p>\n<p>As climate scientists, we argue that a robust and democratic scientific assessment process, enriched by the inclusion of the perspectives of diverse stakeholders, would be an important step forward to help the global decision-making community build consensus around this critical and controversial topic.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_risks\"><\/span>The risks<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Deploying SRM technologies, or even testing these technologies in real-world settings, would carry risks. Many of these risks remain poorly understood.<\/p>\n<p>SRM actions could have severe negative impacts on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/people.envsci.rutgers.edu\/bzambri\/pdf\/NatureEecology_Geoengineering_OnlinePDF.pdf\">ecosystems and biodiversity<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.5194\/acp-16-4191-2016\">air quality and the ozone layer<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/drive.google.com\/file\/d\/1D5XskkyPUmJIDUhlv7Qct9KFGJZw4tBk\/view\">agricultural productivity<\/a>. In this scenario, if SRM were stopped suddenly, the so-called <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1002\/jgrd.50762\">termination effect<\/a> would cause rapid warming with the potential for substantial harm to multiple life-sustaining systems around the world.<\/p>\n<p>These questions raise additional concerns of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1016\/j.polgeo.2022.102702\">intergenerational injustice<\/a>, in which future generations may have no choice but to continue with SRM deployment to avoid the consequences of terminating it.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Surface_level\"><\/span>Surface level<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>By definition, SRM does not address the accumulation of greenhouse gases which are the root cause of climate change. Consequently, there is an additional risk of distracting attention and resources away from the need for rapid and profound emissions cuts.<\/p>\n<p>On top of its potential for distraction, SRM technologies cannot address the problem of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.google.com\/url?q=https:\/\/agupubs.onlinelibrary.wiley.com\/doi\/full\/10.1029\/2009GL037488&amp;sa=D&amp;source=docs&amp;ust=1712756463051718&amp;usg=AOvVaw2xV8tw1N2LyikxPZ7-4gmR\">ocean acidification<\/a> and may also pose <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.5194\/esd-15-307-2024\">challenges to using solar energy to support decarbonization<\/a>.<\/p>\n<p>The costs of SRM deployment are also high with one estimate placing this value at <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/iopscience.iop.org\/article\/10.1088\/1748-9326\/aae98d&amp;xid=17259,15700023,15700124,15700186,15700190,15700201,15700237,15700242,15700248\">US$2.25 billion per year over the first 15 years of deployment<\/a>\u2014funds which likely would be much better spent on emissions reductions efforts.<\/p>\n<p>Simply put, despite several decades of research and discussion, there remains <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/41903\/one_atmosphere.pdf?sequence=3&amp;isAllowed=y\">no comprehensive scientific assessment of SRM<\/a> risks and uncertainties. Such an assessment is critically needed to underpin multilateral discussions and inform governance frameworks.<\/p>\n<p>SRM <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> is likewise a highly controversial topic in global environmental negotiations. A resolution was put forward by Switzerland at the most recent UN Environment Assembly to mandate the UN Environment Program to convene a scientific expert group to assess SRM.<\/p>\n<p>Opposition was strong from various quarters. Leaders from many <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.project-syndicate.org\/commentary\/african-countries-warn-solar-geoengineering-dangerous-climate-distraction-by-yacob-mulugetta-et-al-2023-04\">African nations joined forces to advocate for a strict non-use agreement<\/a> rather than a scientific assessment. Meanwhile, the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/45002\/MGSUNEA6.pdf?sequence=1&amp;isAllowed=y\">Joint Global Statement from Major Groups and Stakeholders<\/a> stated bluntly that: &#8220;SRM is basically fighting multidecadal, global-scale pollution with multidecadal, global-scale pollution.&#8221;<\/p>\n<figure class=\"mb-4\" itemscope=\"\" itemtype=\"http:\/\/schema.org\/VideoObject\"><meta itemprop=\"name\" content=\"Honest dialogue is needed to help build consensus around solar radiation modification technology\"\/><meta itemprop=\"url\" content=\"https:\/\/www.youtube.com\/watch\/?v=nX5PwfEMBM0\"\/><meta itemprop=\"description\" content=\"A trailer for the 2013 film Snowpiercer. Ultimately, no decision was reached.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"What_role_for_scientific_assessments\"><\/span>What role for scientific assessments?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Given the significant risks involved, the issue of SRM governance urgently requires international attention and oversight. However, world governments at UNEA were unable to reach consensus on even assessing SRM, let alone on whether a non-use agreement could be implemented.<\/p>\n<p>Most world government representatives at UNEA agreed on the need to avoid the serious <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/nap.nationalacademies.org\/catalog\/25762\/reflecting-sunlight-recommendations-for-solar-geoengineering-research-and-research-governance\">risks of unilateral deployment<\/a> of SRM technologies. However, we feel that the opposition to a scientific assessment of SRM may inadvertently enable individual countries or organizations to proceed with risky experiments.<\/p>\n<p>Given the divergent global views on this topic, a non-use agreement <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears unlikely in the short term. However, a transparent and inclusive assessment process could actually be an important step towards such an eventual agreement.<\/p>\n<p>The International Panel on Climate Change is an important player in any assessment process given its <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.mcc-berlin.net\/fileadmin\/data\/C12_Staff_details\/C12.8_WG_6_APSIS\/Minxetal16Learning_about_climate_solutions_postprint.pdf\">strong history of rigorous scientific work on climate change<\/a>. Likewise, the UN Environment Program could also play a pivotal role and help bring in <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/iefworld.org\/fl\/Peoples_Environment_Narrative5June2023.pdf\">diverse stakeholders<\/a>.<\/p>\n<p>Mandating a trusted intergovernmental organization <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/doi.org\/10.1038\/d41586-023-00413-6\">such as the United Nations<\/a> to lead a rigorous and transparent assessment process that is inclusive of multiple perspectives would be a critical step towards SRM governance, including a potential non-use agreement.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/scholarworks.umb.edu\/nejpp\/vol35\/iss2\/7\">Governance of SRM is of the utmost importance<\/a>, precisely because of the high level of controversy surrounding this suite of technologies.<\/p>\n<p>A non-use agreement is one potential governance strategy, though international discussions currently seem a long way from being able to agree on such an outcome.
