The Liberals\u2019 troubles are not.<\/strong>&#8221;<br \/>\nWhile the WE Charity is shutting its Canadian operations, expect committees to resume and tough questions to continue back in Ottawa<\/p>\n<div>\n                                                                        <span>After months of political controversy around the defunct Canada Summer Student Grants program, WE Charity announced this week it would shutter its Canadian operations.\u00a0<\/span><span>Citing the pandemic\u2019s disruptions to its programming and \u201cpolitical battles and misinformation that a charity is ill-equipped to fight,\u201d WE Charity said it is ending operations in Canada and selling its assets to an endowment fund that will finance international development programs and digitize its educational resources.\u00a0<\/span><\/p>\n<p><span>Prime Minister Justin Trudeau and his cabinet continue to face questions about why the charity, which has close ties to his family, was chosen to single-handedly administer a $500-million grant program. Although that program never got underway, the accusation that Liberals were rewarding their friends led to intense scrutiny of the charity\u2019s relationships with power. It led corporate sponsors and school boards to rethink their own ties.\u00a0<\/span><\/p>\n<p><span>Now WE Charity itself\u2014or at least its Canadian branch\u2014has collapsed under that pressure. But where do the Liberals stand? And what will h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en to the various probes into the Liberals\u2019 handling of the grants program?<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"Does_this_mean_the_political_fallout_over_the_Canada_Summer_Service_Grant_is_finally_over\"><\/span><b>Does this mean the political fallout over the Canada Summer Service Grant is finally over?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span>Nope. Sorry. If anything, it could add fuel to the fire. That the organization is shutting down some of its operations shows that there was a problem with due diligence in the first place, NDP MP Charlie Angus <\/span><span>suggested<\/span><span> im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely after WE\u2019s announcement.\u00a0<\/span><\/p>\n<p><span>The charity had faced financial pressure around the pandemic, forcing it to lay off staff. This makes its agreement with the government look more like a bailout, to use Angus\u2019s logic. WE insists it never stood to make a profit from the program, but Angus and other critics are unlikely to be dissuaded.\u00a0 \u00a0<\/span><\/p>\n<blockquote><p><strong>READ MORE:\u00a0The rise and fall of WE<\/strong><\/p>\n<\/blockquote>\n<p><span>For opposition politicians and people inclined to look at the current federal government with a skeptical eye, the way Trudeau\u2019s cabinet came to this contract decision is also emblematic of deep, intractable problems. The conflict-of-interest accusations remind them of other times that Trudeau has seemed to play fast and loose with his own ethics standards, and fears around the management of vast sums of money in this year\u2019s pandemic response loom large.\u00a0<\/span><\/p>\n<p><span>Finally,\u00a0 the rise and fall of the WE organization continues to hold the public\u2019s interest. Don\u2019t expect it to fade in Ottawa.\u00a0<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"So_whats_going_to_happen_next\"><\/span><b>So what\u2019s going to happen next?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span>The House of Commons finance and ethics committees had both been studying the issue before Trudeau prorogued Parliament in August, halting all committee work. Because Liberals only have a minority government, they are outnumbered on committees, so opposition MPs can vote together to reconstitute those studies when the House of Commons resumes its sittings at the end of September.\u00a0<\/span><\/p>\n<p><span>Pierre Poilievre, the strongest bulldog for the Conservatives during extensive finance committee hearings, has said he will make sure of it. In a tweet on Thursday morning, he said the charity\u2019s closure changes nothing: \u201cYou can run but you can\u2019t hide.\u201d (In actual fact, we cannot imagine Poilievre standing down on this point for <\/span><i><span>any<\/span><\/i><span> reason.)\u00a0<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"Wasnt_WE_Charity_asked_to_provide_documents_to_the_finance_committee\"><\/span><b>Wasn\u2019t WE Charity asked to provide documents to the finance committee?<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span>Yes. During their testimony to the committee, co-founders Craig and Marc Kielburger agreed to present MPs with additional documentation to back up their testimony\u2014including details on the who, what and when of discussions about the Canada Student Service Grant, and information about then-finance minister Bill Morneau\u2019s family <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">trip<\/a>s to WE projects. But those documents did not come in before Parliament was prorogued.\u00a0<\/span><\/p>\n<p><span>Although the committee is likely to formally renew its request for those documents, a Conservative attempt to secure them sooner was shot down by WE\u2019s legal counsel. Lawyers said in a late August statement to <\/span><i><span>The Canadian Press<\/span><\/i><span> that a letter from Tory MPs amounted to \u201cpolitics, not proper process,\u201d and that \u201cwhen there is a new committee, our clients will be pleased to communicate with the clerk of the new committee regarding the production of documents.\u201d<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"What_questions_that_arose_during_committee_testimony_still_havent_been_answered\"><\/span><b>What questions that arose during committee testimony still haven\u2019t been answered?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span>Thousands of pages of documents from the government to the committee, which dropped just <\/span><i><span>before<\/span><\/i><span> prorogation, went some way to explaining how the decision-making process worked. They appear to back up the government\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> assertion that public servants were the ones who recommended WE take on the grant program\u2014but they also suggest that ministers may have been heavy-handed in suggesting the charity\u2019s candidacy.\u00a0<\/span><\/p>\n<p><span>More documents from WE, or more testimony from people involved in the decision-making, could still clear up a few questions:\u00a0<\/span><\/p>\n<ul>\n<li><span>Who, or what, made WE confident enough that it would be delivering the program that it began the work well before an agreement was actually signed?<\/span><\/li>\n<li><span>What due diligence was done to investigate WE\u2019s actual capacity to deliver the program, and to investigate its financial standing during the pandemic?\u00a0<\/span><\/li>\n<li><span>Was anyone in the government aware that WE had recently laid off staff and turned over its board of directors? If they were, was the grant program considered a way to help the charity get back on its feet? If they weren\u2019t, why set up a program worth hundreds of millions of dollars with an organization that wasn\u2019t vetted?\u00a0<\/span><\/li>\n<li><span>Documents imply that it was a member of Trudeau\u2019s cabinet, youth minister Bardish Chagger, who got the ball rolling and specifically asked bureaucrats to connect with WE about the grant program. Did she? If she did, why? And if she did, would bureaucrats have felt they had any other choice but to pursue the partnership?\u00a0\u00a0<\/span><\/li>\n<li><span>Why didn\u2019t the government try to resurrect the grant program, or administer it in a scaled-down way, after WE announced its withdrawal?\u00a0<\/span><\/li>\n<li><span>Did anyone in the government, or in Trudeau\u2019s cabinet, break any actual rules?\u00a0<\/span><\/li>\n<\/ul>\n<h3><span class=\"ez-toc-section\" id=\"Wait_on_that_last_point_isnt_Trudeau_under_a_formal_ethics_investigation\"><\/span><b>Wait, on that last point, isn\u2019t Trudeau under a formal ethics investigation?\u00a0<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span>Yes, which brings us back to another reason the controversy isn\u2019t dead yet (despite the yearnings of some). The fallout from the grant program will continue to reverberate in Parliament not just because of committee investigations but because ethics commissioner Mario Dion continues to investigate whether the Prime Minister and\/or his former finance minister, Morneau, contravened the Conflict of Interest Act in their handling of the file.\u00a0<\/span><\/p>\n<p><span>Ethics violations do not lead to very many tangible consequences. Dion cannot suspend or fire anyone, although he can dole out fines of up to $500 in certain cases. This means Trudeau, even if he is found to have broken the rules for a third time in five years, will go on governing just the same.
