Two weeks ago, Erin O\u2019Toole<\/strong>\u00a0unveiled his top staffers. Last week, O\u2019Toole named his senior caucus team. And yesterday, the new Tory leader released his shadow cabinet\u201442 MPs who will face off against Liberal ministers when the House of Commons comes back on Sept. 23. The new team is a bit of an overhaul. O\u2019Toole dropped 23 MPs<\/strong> from Andrew Scheer<\/strong>\u2018s last shadow cabinet. He gave himself domain over\u00a0Mona Fortier<\/strong>\u2018s middle-class prosperity portfolio. The new leader has a new line for a new era: \u201cIt\u2019s time to take another look at the Conservative Party.\u201d It\u2019s certainly a softer app<\/a>roach than Take Back Canada.<\/p>\n

Cosmic math:<\/strong> 42.98 per cent of MPs earned a gig on either the senior team or shadow cabinet\u2014almost precisely Peter MacKay<\/strong>\u2018s final-ballot vote share.<\/p>\n

Rent relief relief:<\/strong>\u00a0It took until a week after<\/em> the first of the month, when struggling commercial tenants owed their landlords their monthly due, for Finance Minister Chrystia Freeland<\/strong>\u00a0and Small Biz Minister Mary Ng<\/strong> to extend federal-provincial rent relief another month. Advocates say the program hasn\u2019t seen nearly the take-up required, in part because qualifying took way too much paperwork. But the feds say 106,000 businesses<\/strong> representing a combined 994,000 employees<\/strong>\u2014they\u2019re holding out for the one-million mark\u2014benefited from $1.32 billion<\/strong> in forgivable loans (a little over half what was budgeted).<\/p>\n

Foreign Minister Fran\u00e7ois-Philippe Champagne<\/strong> has abandoned diplomatic language in the aftermath of Russia\u2019s \u201chideous poisoning\u201d of opposition leader Alexei Navalny<\/strong>. Champagne and G7 allies condemned the attack on Navalny \u201cin the strongest possible terms\u201d and called the poisoning, which German toxicologists confirmed was carried out using a\u00a0chemical nerve-agent developed by Russia, \u201canother grave blow against democracy\u201d in that country.<\/p>\n

A former budget and policy director for Bill Morneau<\/strong> says Canada needs a new \u201cfiscal anchor\u201d to guide its budget-making and prevent dreaded market uncertainty. Robert Asselin<\/strong>, a key advisor for the first two years of the Liberal government, is now a senior vice-president of the Business Council of Canada. He wrote in a LinkedIn post that emergency pandemic spending obliterated a declining debt-to-GDP ratio\u2014which the Liberals had embraced as a path to fiscal responsibility\u2014and the feds desperately need a new fiscal north star. Asselin suggests spending as a percentage of GDP<\/strong> may be more \u201crealistic\u00a0and useful.\u201d<\/p>\n

The GOP after Trump:<\/strong> Michael Fraiman, writing in\u00a0Maclean\u2019s<\/em>, takes stock of what\u2019s happened\u2014and what might happen next\u2014to a Republican Party now defined by the current president\u2019s agenda. Whoever succeeds Trump in 2024 \u201cmust pick up the pieces of his chaotic mandate<\/strong> and forge them into policy, setting a course for the party in the 21st century.\u201d Writes Fraiman: \u201cThe battle for the soul of the GOP has just begun.\u201d<\/p>\n

Ian Shugart<\/strong>, the influential clerk of the Privy Council who oversees the federal bureaucracy, has a new deputy this morning. After a shuffle among the deputy minister set,\u00a0Christyne Tremblay<\/strong>\u00a0is also the DM for intergovernmental affairs. For the last four years, Tremblay served as DM at Natural Resources Canada, where she was shepherding Canada\u2019s transition to renewables (and was heavily lobbied<\/strong> by the energy sector).\u00a0Jean-Fran\u00e7ois Tremblay<\/strong>\u00a0will move to NRCan from Indigenous Services and\u00a0Christiane Fox\u00a0<\/strong>will move from intergovernmental affairs to Indigenous Services.<\/p>\n

A new high:<\/strong>\u00a0After federal Tories signed up a record-high number of members this year\u2014nearly 270,000 during the leadership campaign\u2014the Green Party<\/strong> has set its own record, also on the eve of a leadership vote, with 35,000 members\u2014about 13 per cent of the Tory total.<\/p>\n

When Sylvie Parent<\/strong>, the mayor of\u00a0Longueuil, Que., tested positive for COVID-19, the result was a cascading series<\/a> of voluntary isolation announcements that led to the Montreal mayor\u2019s office. Valerie Plante<\/strong> met with\u00a0Chantal Rouleau<\/strong>, the provincial minister for the Montreal area, who\u2019d met with Parent alongside a gaggle of Quebec cabmins. They\u2019re all in isolation. Plante will await the results of Rouleau\u2019s test.<\/p>\n
