Russia and China, on the other hand, dismissed the concerns.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">John Scott-Railton, a senior researcher at the Citizen Lab, a human rights organization that has investigated spyware abuses since 2012, gave testimony in which he sounded the alarm on the proliferation of spyware made by \u201ca secretive global ecosystem of developers, brokers, middlemen, and boutique firms,\u201d which \u201cis threatening international peace and security as well as human rights.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Scott-Railton called Europe \u201can epicenter of spyware abuses\u201d and a fertile ground for spyware companies, referencing a recent TechCrunch\u2019s investigation that showed Barcelona has become a hub for spyware companies in the last few years.<\/p>\n<div class=\"article-block block--callout block--right has-green-500-background-color\">\n<h4 class=\"block--callout__title\"><span class=\"ez-toc-section\" id=\"Contact_Us\"><\/span>Contact Us<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>\t\t\tDo you have more information about government spyware makers? You also can contact TechCrunch via SecureDrop.\t\t<\/p><\/div>\n<p class=\"wp-block-paragraph\">Representatives of Poland and Greece, countries that had their own spyware scandals involving software made by NSO Group and <a rel=\"nofollow\" target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/cpj.org\/2022\/04\/greek-journalist-thanasis-koukakis-targeted-by-predator-spyware\/\">Intellexa<\/a> respectively, also intervened.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Poland\u2019s representative pointed at local legislative efforts to put \u201cmore control, including by the judiciary, on the relevant operational activities of the security and intelligence services,\u201d while also recognizing that spyware can be used in a legal way. \u201cWe are not saying that the use of spyware is never justified or even required,\u201d said Poland\u2019s representative.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">And the Greek representative <a rel=\"nofollow\" target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.theguardian.com\/world\/2022\/dec\/09\/greece-passes-intelligence-bill-banning-the-sale-of-spyware\">pointed to the country\u2019s 2022 bill to ban the sale of spyware<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Russia, on the other hand, pointed blame at the United States. The Russian representative, referring to historical revelations of NSA spying by U.S. whistleblower Edward Snowden, said that, \u201cit was the United States specifically who created a veritable system for global surveillance and illegal interference in the private life of their own citizens, and citizens of other countries, and continue perfecting this system.\u201d<\/p>\n<p class=\"wp-block-paragraph\">China\u2019s representative criticized the meeting itself, saying that discussing \u201cthe so-called commercial spyware and the maintenance of international peace and security is putting the cart before the horse when compared to the more harmful proliferation activities by governments.\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cSince the Stuxnet incident, the proliferation of advanced national cyber weapons have created a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of major Internet risks, which are far more harmful than commercial spyware,\u201d China\u2019s representative said, referring to the Stuxnet malware that was developed <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.yahoo.com\/news\/revealed-how-a-secret-dutch-mole-aided-the-us-israeli-stuxnet-cyber-attack-on-iran-160026018.html\">as part of a U.S.-Israeli operation aimed at sabotaging Iran\u2019s nuclear weapons program<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">During the Biden administration, the U.S. government has taken several actions against commercial spyware, including <a rel=\"nofollow\" target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.commerce.gov\/news\/press-releases\/2021\/11\/commerce-adds-nso-group-and-other-foreign-companies-entity-list\">sanctioning the Israeli spyware makers NSO Group and Candiru<\/a>, as well as Greece-based Intellexa and its founder Tal Dilian; and imposing <a rel=\"nofollow\" target=\"_blank\" rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/world\/us\/us-announces-visa-restriction-policy-those-misusing-commercial-spyware-2024-02-05\/\">travel bans against people involved in the spyware industry<\/a>.\u00a0<br \/>Last year, people who work or used to work in the spyware industry told TechCrunch expressed concerns that the sanctions and other punitive measures would personally affect them.<\/p>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
