\n\tAs part of his final act as New Jersey governor, Phil Murphy officially welcomed Netflix to Monmouth County. Netflix Studios Fort Monmouth will Miracle-Gro the Garden State\u2019s already thriving film and TV production business, a desirable industry attracted by generous tax incentives. Murphy far prefers a \u201ccarrot\u201d technique to the \u201csticks\u201d of President Trump\u2019s threatened foreign-film tariffs.<\/p>\n

\n\t\u201cWhat we\u2019re doing here with Netflix is a carrot to attract them rather than hitting people over the head with sticks,\u201d Murphy told The Hollywood Reporter<\/em> immedia<\/a>tely following Netflix\u2019s groundbreaking ceremony at the decommissioned U.S. Army base in central New Jersey.<\/p>\n

\n\tTrump\u2019s international film production proposal is intended to \u201cMake Hollywood Great Again\u201d \u2014 but benefits would also be felt in other states that have become production hubs, like Georgia, New York, New Mexico and, yes, New Jersey. Not that Murphy is rooting for it.<\/p>\n

\n\t\u201cNo, I\u2019m not because \u2026 while [tariffs] on the surface would make New Jersey look more compelling, which I get, the partners that we\u2019re dealing with \u2014 Netflix is the best example \u2014 they\u2019re a global operation,\u201d Murphy told THR<\/em>. \u201cSo, if they\u2019re hurt, while we might not be hurt literally, that\u2019s probably not good for the overall industry.\u201d<\/p>\n

\n\t\u201cI believe you do what we\u2019ve been doing, which is make it attractive for folks to come here as opposed to penalize. That\u2019s my view on tariffs,\u201d he continued. \u201cSome folks deserve it because they violate the system, but overwhelmingly these are our allies who are our best partners in the world.\u201d<\/p>\n

\n\tSome of those foreign allies include the U.K., Australia, Ireland and Spain, where tax incentives have enticed Hollywood productions beyond our borders.<\/p>\n

\n\tIt probably doesn\u2019t help that Trump is a MAGA Republican (like, quite literally the very first one) and Murphy is a staunch Democrat. But that\u2019s not the point here, especially when you consider the two have had a quite cordial \u2014 if not friendly \u2014 relationship. (Or at least they did until Trump set his DOGE sights on dismantling the Department of Education<\/a>; you do not mess with the school system in New Jersey.)<\/p>\n

\n\tOn May 3, Trump\u00a0posted<\/a>\u00a0on his Truth Social platform that he\u2019s authorized the Department of Commerce and the United States Trade Representative to institute a 100 percent tariff on \u201cany and all Movies<\/a> coming into our Country that are produced in Foreign Lands.\u201d<\/p>\n

\n\t\u201cThe Movie Industry in America is DYING a very fast death,\u201d Trump wrote. \u201cOther Countries are offering all sorts of incentives to draw our filmmakers and studios away from the United States.\u00a0Hollywood, and many other areas within the U.S.A., are being devastated. This is a concerted effort by other Nations and, therefore, a National Security threat. It is, in addition to everything else, messaging and propaganda!\u201d<\/p>\n

\n\t\u201cTherefore, I am authorizing the Department of Commerce, and the United States Trade Representative, to immediately begin the process of instituting a 100% Tariff on any and all Movies coming into our Country that are produced in Foreign Lands,\u201d his post continued. \u201cWE WANT MOVIES MADE IN AMERICA, AGAIN!\u201d<\/p>\n

\n\tIt took less than 24 hours for the cooler heads in the White House to walk that back a bit.<\/p>\n

\n\t\u201cAlthough no final decisions on foreign film tariffs have been made, the administration is exploring all options to deliver on President Trump\u2019s directive to safeguard our country\u2019s national and economic security while Making Hollywood Great Again,\u201d White House spokesman Kush Desai told THR<\/em> on May 4.<\/p>\n

\n\tJon Voight, one of Trump\u2019s handpicked \u201cspecial liaisons\u201d to Hollywood (whether Hollywood agrees or not), has since proposed a federal film and tax incentive. Voight\u2019s coalition in the endeavor includes his fellow \u201cspecial liaison\u201d Sylvester Stallone, the MPA, the Directors Guild of America (DGA), IATSE, SAG-AFTRA, Teamsters, Writers Guild of America (WGA) West and East, Independent Film & Television Alliance, Producers Guild of America (PGA), Producers United and Film USA. <\/p>\n<\/div>\n
