\n Mayor Bill de Blasio\u2019s February 2019 vow to revoke the city-issued parking placards of motorists caught parking illegally has led to just two yanked permits so far \u2014 and they aren\u2019t even city employees, the city admitted Monday.<\/p>\n

Department of Transportation spokesman Scott Gastel told The Post two non-government organizations \u2014 which he refused to name \u2014 are set to lose their placards after violating de Blasio\u2019s \u201cthree strikes\u201d rule.<\/p>\n

Eight city employees, meanwhile, have app<\/a>ealed DOT orders to return their parking passes, Gastel said.<\/p>\n

De Blasio announced the three-strikes policy 19 months ago as part of an effort to crackdown on placard-holders who use their permits to park illegally.<\/p>\n

The placards are supposed to give drivers reprieve from some parking regs while conducting city business. But they\u2019re frequently abused as park-anywhere passes, often endangering the public as bearers stow their cars in front of fire hydrants, in no standing zones and bike lanes.<\/p>\n

Hizzoner\u2019s 2019 announcement also heralded the formation of a 116-officer NYPD unit to crackdown on placard abusers \u2014 which City Hall nixed in July amid COVID-19 budget woes.<\/p>\n

In July, city officials told The Post they\u2019d issued warnings to just 389 city employees \u2014 a small fraction of the 125,000 placards distributed annually to municipal and state employees as well as non-profit organizations.<\/p>\n

The effort\u2019s puny outcomes were first reported by The City, which also obtained records showing illegal parking citations for three city council transportation committee members \u2014 chair Ydanis Rodriguez (D-Manhattan) and reps Chaim Deutsch and Stephen Levin (D-Brooklyn) \u2014 issued before the program began.<\/p>\n

Deutsch picked up one $115 ticket for parking in a no-standing zone, according to the city. His spokesperson told the website the councilman \u201cimmedia<\/a>tely moved his vehicle, and then watched the traffic officer pull into that same \u2018no standing\u2019 spot, park his car, and go get lunch.\u201d<\/p>\n

Levin, meanwhile, was flagged for driving with a state DMV registration sticker and parking in a no-parking zone, according to the report.<\/p>\n

Committee chair Rodriguez told The City he has always sought to follow parking regulations \u201cto the best of my ability.\u201d<\/p>\n

\u201cIf I have parked in a non-standing area, I have paid off those tickets,\u201d he said.<\/p>\n
