The Data Protection Act, the GDPR, and the recent AI Act \u2014 aligned more closely with local workers\u2019 laws and unions \u2014\u00a0have set the continent on a separate path.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A recent joint study from the <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ilo.org\/resource\/article\/how-might-generative-ai-impact-different-occupations\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">International Labour Organisation<\/span><\/a><span style=\"font-weight: 400;\"> (ILO) and Poland\u2019s National Research Institute (NASK) found that Europe \u2014 along with Asia \u2014 tops the list of most exposed regions to AI, far surpassing the Americas. With studies finding that <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ilo.org\/resource\/news\/one-four-jobs-risk-being-transformed-genai-new-ilo%E2%80%93nask-global-index-shows\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">one in four jobs<\/span><\/a><span style=\"font-weight: 400;\"> are at risk of being transformed by AI globally, the impact in Europe \u2014 a region which faces a significant <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.euronews.com\/2025\/03\/14\/eu-commission-aims-to-tackle-the-eus-skilled-labour-shortage\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">shortage of skilled workers<\/span><\/a><span style=\"font-weight: 400;\"> \u2014 has become a pressing concern.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIn many ways, it\u2019s too early to tell where the AI wave will take us \u2014 we\u2019ve only seen a fraction of its capabilities so far, which is equal parts exciting and terrifying,\u201d <\/span><span style=\"font-weight: 400;\">Adam Maurer<\/span><span style=\"font-weight: 400;\">, COO at <\/span><span style=\"font-weight: 400;\">Connecting Software<\/span><span style=\"font-weight: 400;\">, a tech company operating across Europe, told TNW.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In recent years, Big Tech companies have frequently carried out mass layoffs, driven both by revenue concerns and the belief that AI can take over many of the functions of employees from entry to mid-level, Maurer said.\u00a0<\/span><\/p>\n<div class=\"inarticle-wrapper channel-cta\">\n<div class=\"ica-text\">\n<p class=\"ica-text__title\">TNW City Coworking space &#8211; Where your best work happens<\/p>\n<p>A workspace designed for growth, collaboration, and endless networking opportunities in the heart of tech.<\/p>\n<\/div>\n<\/div>\n<p><span style=\"font-weight: 400;\">Some of these AI-driven layoffs have effectively targeted low performers, but other initiatives have been problematic. At Klarna, for example, they had concerning impacts on the business.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Klarna, a Swedish fintech company that fired 700 workers and replaced them with AI, recently announced it will hire humans back again. The company\u2019s CEO admitted to having made a \u201c<\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/futurism.com\/the-byte\/klarna-ceo-bragged-replacing-workers-ai-losses\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">mistake<\/span><\/a><span style=\"font-weight: 400;\">\u201d when replacing workers with AI.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cIt\u2019s very clear that AI will definitely replace some jobs,\u201d Maurer said. \u201cOn the other side of the coin, I think it will make some other jobs far more valuable.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In the EU, labour laws and regulations will shape the impact on jobs. Tech leaders believe they could lead to an AI future that benefits both workers and businesses.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_talk_among_executives\"><\/span>The talk among executives<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Maurer said there may be some expectation for the EU to step in and regulate job displacement. However, he argued that would stagnate growth and discourage startups from doing business in the union.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But not every business leader agrees. Displacement will happen, but not because of AI, said <\/span><span style=\"font-weight: 400;\">Volodymyr Kubytskyi<\/span><span style=\"font-weight: 400;\">, head of AI at <\/span><span style=\"font-weight: 400;\">MacPaw<\/span><span style=\"font-weight: 400;\">, a Ukrainian software company developing solutions for Apple devices.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cAI disrupts the traditional logic and processes of work,\u201d Kubytskyi told TNW. \u201cThe real question is, \u2018Can we redesign work processes before this outdated system collapses?\u2019\u201d To prevent the system from collapsing, leaders must stop thinking of AI as a quick-win or cost-saving tool, he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kubytskyi argued that while the AI Act was necessary to set a baseline for the industry, it doesn\u2019t account for potential job disruption, which is a gap in the regulatory landscape.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cTo account for this, the AI Act should be updated, but it\u2019s unlikely that this will happen soon,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Roman Eloshvili<\/span><span style=\"font-weight: 400;\">, founder of <\/span><span style=\"font-weight: 400;\">ComplyControl<\/span><span style=\"font-weight: 400;\">, a UK compliance company, told TNW<\/span> <span style=\"font-weight: 400;\">that the AI Act targets safety, transparency, and ethics, but falls short on socio-economic impact, especially on jobs. \u201cSo, amendments are necessary,\u201d he said.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI expect that, over time, some of them, such as mandates for employer-led upskilling or protections for displaced workers, will appear to address workforce implications more effectively.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Will the AI Act become outdated or even counterproductive, especially if its stringent compliance mechanisms amplify inequalities in access to AI benefits? Or is it too early in the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a> to amend the law?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kris Jones<\/span><span style=\"font-weight: 400;\">, who leads the engineering team in Belfast for iVerify, believes it\u2019s too soon to make changes. He said the AI Act\u2019s risk-based framework already strikes a delicate balance between protecting fundamental rights and giving innovators room to breathe.\u00a0\u00a0<\/span><\/p>\n<p>Amending the regulation is not the only policy idea discussed among executives. Jones told TNW that member states have other levers to pull. \u201cOne idea floating around is an \u2018AI token\u2019 tax,\u201d he said.<\/p>\n<p><span style=\"font-weight: 400;\">A token tax would enable governments to generate revenue from AI usage that is producing income. These funds would then be redistributed through measures such as reskilling programs or support for affected industries.<\/span><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Dario Amodei, the CEO of Anthropic, recently <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2025\/05\/28\/ai-jobs-white-collar-unemployment-anthropic\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">told Axios<\/span><\/a><span style=\"font-weight: 400;\"> that the concept could offset the inevitable wipeout of millions of entry-level white-collar jobs lost to AI.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cMeasures like that can cushion any job shocks without putting a blanket lid on innovation,\u201d Amodei said.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Are_clashes_with_European_labour_and_trade_unions_inevitable\"><\/span>Are clashes with European labour and trade unions inevitable?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">European labour and trade union bodies have often been ignored in the debate over AI job displacement. But many of them have already made official statements expressing concerns over AI.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Ahead of the Paris AI Summit in February 2025, the ETUC, representing over 45\u202fmillion European workers, issued an <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.euronews.com\/next\/2025\/02\/10\/major-trade-group-calls-on-macron-and-ai-summit-to-urgently-confront-ai-threat-to-workers?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">open letter<\/span><\/a><span style=\"font-weight: 400;\"> about AI\u2019s dangers. It warned that any efforts to ensure AI has \u201ca positive impact on workers in the labour markets, quality jobs, and society will be annulled if AI is monopolised by a handful of tech companies\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The previous August, <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/25a20890-43e3-4b1c-8f1b-12cfee3c8f2a?utm_source=chatgpt.com\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">UK unions<\/span><\/a><span style=\"font-weight: 400;\">, including Accord and Unite, had called for regulations to protect workers from AI. They also proposed reskilling programs for workers, reminded companies of their transparency obligations, and emphasised the need for union consultations. They said that they intended to protect workers\u2019 rights against AI\u2011driven hiring and firing, as well as defend IP rights for creative professionals.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">We asked tech firms whether they expect companies to face challenges with labour laws and unions in Europe.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cUndoubtedly,\u201d Eloshvili from ComplyControl said. \u201cEuropean robust worker protections and active unions present both a safeguard and challenges for AI integration.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Unions will demand transparency and worker involvement in AI deployment as automation threatens certain jobs, he said. \u201cFirms that try to impose AI solutions without dialogue definitely risk conflict and backlash.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Despite the challenges, Eloshvili said it isn\u2019t a zero-sum game. \u201cWhen businesses and unions work together \u2014 for example, under joint upskilling initiatives \u2014 AI can become an effective tool for improving working conditions,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kubytskyi from MacPaw agreed that challenges will arise on this front and described the pushback from unions and workers\u2019 organisations as \u201cunderstandable\u201d.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cClarity, structure, and communication are vital,\u201d he said. \u201cIf you integrate new [AI] agents into existing workflows without involving people, you\u2019ll get pushback, and for a good reason.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Kubytskyi also believes that conflict can be avoided. \u201cTo prevent this, we need to show people what AI does, what guardrails are in place, and why it will benefit the team.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Jorge Rieto, the CEO of big data and AI consultancy Dataco, agrees. \u201c<\/span><span style=\"font-weight: 400;\">The most effective AI deployments are strategic,\u201d he said, adding that careful analysis is needed to decipher which work tasks should be offloaded to AI.\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"Flipping_the_script_to_develop_AI_the_%E2%80%98European_way\"><\/span>Flipping the script to develop AI the \u2018European way\u2019<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Jones from iVerify explained that regulations, trade unions, and workers\u2019 rights in Europe are not necessarily an obstacle and could, in fact, be beneficial.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He believes companies should embed responsible AI, bias checks, explainability, and human oversight loops into each product cycle. That way, they can transform the AI Act from a compliance hurdle into a market differentiator, Jones explained.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cEurope can\u2019t sit out the AI wave; the Bay Area now fields roughly half of the world\u2019s unicorns and hoovers up 80% of GenAI funding, while much of the European workforce is ageing and a quarter of young Europeans can\u2019t find work,\u201d Jones said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Europe is not only facing competition from the usual suspects \u2014 Asia and the US \u2014 but also from Latin America, where heavy investment in <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> is underway.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Mahesh Raja, CEO of Ness Digital Engineering, which operates innovation centres in the UK and Czechia, highlighted how this lack of similar investment is hurting business. \u201c<\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/moderndiplomacy.eu\/2024\/11\/12\/the-hidden-costs-of-ai-implementation-in-small-businesses\/\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Fifty-three percent<\/span><\/a><span style=\"font-weight: 400;\"> of small- and medium-size businesses found the initial cost of AI implementation to be much higher than anticipated. We need to address the adoption challenges that stem from legacy IT infrastructures and improve the collective time-to-value for this emerging technology,\u201d he said.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, Europe\u2019s stringent regulations can become a premium brand for banks, healthtechs, and any sector that values trust and data privacy.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201dEurope shouldn\u2019t just photocopy Silicon Valley,\u201d Jones said. He believes the continent\u2019s strengths lie in a combination of factors, including upskilling and STEM PhD graduates per capita. The privacy-first and safe AI leadership \u2014\u00a0solidified in regulation \u2014 can bolster the package.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOverall, Europe should push hard on AI augmentation and skill-building, or we\u2019ll fall further behind,\u201d Jones said. \u201cBut do it Europe\u2019s way, leveraging our ethical governance, deep industrial know-how, and cross-border talent pipelines instead of importing the Valley\u2019s blitz-and-break culture wholesale.\u201d<\/span><\/p>\n<\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
