Arizona lawmaker David Schweikert introduced \u201cThe Scam Farms Marque and Reprisal Authorization Act of 2025\u201d in August, which proposes neo-privateers \u2014 state-sanctioned pirates \u2014 to combat cybercriminals engaged in threats against the United States.<\/p>\n
The bill<\/a> authorizes the US president to issue letters of marque to \u201cprivately armed and equipped persons\u201d contracted by the government to \u201cemploy all means reasonably necessary\u201d to seize property and detain or \u201cpunish\u201d cybercriminals deemed a threat by the president.<\/p>\n These threats include crypto theft, pig butchering scams, ransomware attacks, identity theft, accessing computers without authorization to gather sensitive personal or classified information, online password trafficking, and compromising computers with malicious code.
