Meanwhile, the administration is <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/05\/23\/nx-s1-5397175\/trump-federal-voucher-private-school\" target=\"_blank\">diverting billions of taxpayer funds into K-12 private schools<\/a>. These moves build upon similar efforts by conservative states <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/journals.uclpress.co.uk\/lre\/article\/2896\/galley\/17572\/view\/\" target=\"_blank\">to rein in public education<\/a> going back decades.<\/p>\n<p>But the consequences of withdrawing from public education could be dire for the U.S. In our 2024 book, &#8220;<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.cambridge.org\/core\/books\/how-government-built-america\/0A09596CC444F8ADE0030AE5F619AD56\" target=\"_blank\">How Government Built America<\/a>,&#8221; we explore the history of public education, from <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\" target=\"_blank\">Horace Mann&#8217;s &#8220;common school movement<\/a>&#8221; in the early 19th century to the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.va.gov\/education\/about-gi-bill-benefits\/\" target=\"_blank\">GI Bill<\/a> in the 20th that helped millions of veterans go to college and become homeowners after World War II.<\/p>\n<p>We found that public education has been essential for not only creating an educated workforce but for inculcating the United States&#8217; fundamental values of liberty, equality, fairness and the common good.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"In_the_public_good\"><\/span>In the public good<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Opponents of public education often refer to public schools <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.edweek.org\/policy-politics\/government-schools-or-public-schools-trump-devos-and-the-language-of-school-choice\/2020\/02\" target=\"_blank\">as &#8220;government schools<\/a>,&#8221; a pejorative that seems intended to associate public education with &#8220;big government&#8221;\u2014seemingly at odds with the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.pewresearch.org\/politics\/2024\/06\/24\/governments-scope-efficiency-and-role-in-regulating-business\" target=\"_blank\">small government preference<\/a> of many Americans.<\/p>\n<p>But, as we have previously explored, government has always been a significant partner with the private market system in achieving the country&#8217;s fundamental political values. Public education has been an important part of that partnership.<\/p>\n<p>Education is what <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/plato.stanford.edu\/entries\/public-goods\" target=\"_blank\">economists call a public good<\/a>, which means it not only benefits students but the country as well.<\/p>\n<p>Mann, an <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\" target=\"_blank\">education reformer often dubbed<\/a> the father of the American public school system, argued that universal, publicly funded, nonsectarian public schools would <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/socialwelfare.library.vcu.edu\/programs\/education\/horace-mann-creation-common-school\/\" target=\"_blank\">help sustain American political institutions<\/a>, expand the economy and fend off <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> disorder.<\/p>\n<p>In researching Mann&#8217;s common schools and other educational history for our book, two lessons stood out to us.<\/p>\n<div class=\"ads w-100 my-4 article-main__more bg-light p-3 border\" aria-hidden=\"true\">\n<p class=\"mb-3\">\n        Discover the latest in <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a>, tech, and space with over <strong>100,000 subscribers<\/strong> who rely on Phys.org for daily insights.<br \/>\n        Sign up for our <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/sciencex.com\/help\/newsletter\/\" target=\"_blank\">free newsletter<\/a> and get updates on breakthroughs,<br \/>\n        innovations, and research that matter\u2014<strong>daily or weekly<\/strong>.\n    <\/p>\n<\/div>\n<p>One is that the U.S. investment in public education over the past 150 years has created a well-educated workforce that has fueled innovation and unparalleled prosperity.<\/p>\n<p>As <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.cambridge.org\/core\/books\/how-government-built-america\/0A09596CC444F8ADE0030AE5F619AD56\" target=\"_blank\">our book documents<\/a>, for example, in the late 18th and early 19th centuries the states expanded public education to include high school to meet the increasing demand for a more educated citizenry as a result of the Industrial Revolution. And the GI Bill <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/scholars.org\/sites\/scholars\/files\/ssn_key_findings_mettler_on_gi_bill.pdf\" target=\"_blank\">made it possible<\/a> for returning veterans to earn college degrees or train for vocations, support young families and buy homes, farms or businesses, and it encouraged them to become more engaged citizens, making &#8220;U.S. democracy more vibrant in the middle of the twentieth century.&#8221;<\/p>\n<p>The other, equally significant lesson is that the democratic and republican principles that propelled Mann&#8217;s vision of the common school <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.pbs.org\/onlyateacher\/horace.html\" target=\"_blank\">have colored many Americans&#8217; assumptions about public schooling ever since<\/a>. Mann&#8217;s goal was a &#8220;<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/socialwelfare.library.vcu.edu\/programs\/education\/horace-mann-creation-common-school\/\" target=\"_blank\">virtuous republican citizenry<\/a>&#8220;\u2014that is, a citizenry educated in &#8220;good citizenship, democratic participation and societal well-being.&#8221;<\/p>\n<p>Mann believed <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/voicesofdemocracy.umd.edu\/horace-mann-the-necessity-of-education-in-a-republican-government-speech-text\/\" target=\"_blank\">there was nothing more important<\/a> than &#8220;the proper training of the rising generation,&#8221; calling it the country&#8217;s &#8220;highest earthly duty.&#8221;<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Attacking_public_education\"><\/span>Attacking public education<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Today, Mann&#8217;s vision and all that&#8217;s been accomplished by public education is under threat.<\/p>\n<p>Trump&#8217;s second term has supercharged efforts by conservatives over the past 75 years <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.edweek.org\/policy-politics\/heres-the-long-list-of-topics-republicans-want-banned-from-the-classroom\/2022\/02\" target=\"_blank\">to control what is taught in the public schools<\/a> and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.milwaukeeindependent.com\/thom-hartmann\/war-education-dismantling-public-schools-divides-americans-caste-system\/\" target=\"_blank\">to replace public education with private schools<\/a>.<\/p>\n<p>Most notably, Trump has begun dismantling the Department of Education to <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/c79zxzj90nno\" target=\"_blank\">devolve more policymaking to the state level<\/a>. The <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.brookings.edu\/articles\/what-does-the-us-department-of-education-do\" target=\"_blank\">department is responsible for<\/a>, among other things, distributing federal funds to public schools, protecting students&#8217; civil rights and supporting high-quality educational research. It has also been responsible for <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/education\/2025\/07\/15\/education-department-dismantled-trump-explained\/\" target=\"_blank\">managing over a trillion dollars in student loans<\/a>\u2014a function that the administration <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theguardian.com\/us-news\/2025\/apr\/06\/student-loans-trump-small-business-association\" target=\"_blank\">is moving to the Small Business Administration<\/a>, which has no experience in loan management.<\/p>\n<p>The president&#8217;s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/improving-education-outcomes-by-empowering-parents-states-and-communities\" target=\"_blank\">March 2025 executive order<\/a> has slashed the department&#8217;s staff in half, with especially deep cuts to the Office for Civil Rights, which, as noted, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/03\/12\/nx-s1-5325854\/trump-education-department-layoffs-civil-rights-student-loans\" target=\"_blank\">protects students from illegal discrimination<\/a>.<\/p>\n<p>Trump&#8217;s efforts to <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.americanprogress.org\/article\/congressional-budget-rejects-president-trumps-higher-education-cuts-now\/\" target=\"_blank\">slash education funding<\/a> has so far <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/07\/25\/nx-s1-5480226\/trump-school-funding-grants\" target=\"_blank\">hit roadblocks<\/a> with Congress and the public. The administration <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/edlawcenter.org\/trump-2-0-how-will-proposed-fy26-budget-cuts-affect-your-school-district\/\" target=\"_blank\">is aiming to cut education funding by US$12 billion<\/a> for fiscal year 2026, which Congress is currently negotiating.<\/p>\n<p>And contradicting its stance on ceding more control to states and local communities, the administration <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\" target=\"_blank\">has also been mandating<\/a> what can&#8217;t and must be taught in public schools. For example, it&#8217;s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/01\/30\/us\/trump-executive-orders-local-control-schools.html\" target=\"_blank\">threatened funding<\/a> for school districts that recognize transgender identities or teach about structural racism, white privilege and similar concepts. On the other hand, the White House is <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/ending-radical-indoctrination-in-k-12-schooling\/\" target=\"_blank\">pushing the use of &#8220;patriotic&#8221; education<\/a> that depicts the founding of the U.S. as &#8220;unifying, inspiring and ennobling.&#8221;<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Promoting_private_education\"><\/span>Promoting private education<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>As Trump and states have cut funding and resources to public education, they&#8217;ve been shifting more money to K-12 private schools.<\/p>\n<p>Most recently, the budget bill passed by Congress in July 2025 <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/itep.org\/trump-megabill-expensive-private-school-vouchers\/\" target=\"_blank\">gives taxpayers a tax credit for donations<\/a> to organizations that fund private school scholarships. The credit, which unlike a deduction counts directly against how much tax someone owes, is $1,700 for individuals and double for married couples. The total cost could run into the billions, since it&#8217;s unclear how many taxpayers will take advantage.<\/p>\n<p>Meanwhile, 33 states <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.future-ed.org\/early-returns-first-results-from-the-new-wave-of-public-funding-of-private-schooling\" target=\"_blank\">direct public money<\/a> toward private schools by providing vouchers, tax credits or another form of financial assistance to parents. All together, states <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.edchoice.org\/2025-edchoice-spending-share-rankings\/\" target=\"_blank\">allocated $8.2 billion<\/a> to support private school education in 2024.<\/p>\n<p>Government funding of private schools diverts money away from public education and makes it <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.epi.org\/publication\/vouchers-harm-public-schools\/\" target=\"_blank\">more difficult for public schools<\/a> to provide the quality of education that would most benefit students and the public at large. In Arizona, for example, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/education\/2025\/08\/05\/arizona-public-school-closures-voucher-program\/\" target=\"_blank\">many public schools are closing<\/a> their doors permanently as a result of the state&#8217;s support for charter schools, homeschooling and private school vouchers.<\/p>\n<p>That&#8217;s because public schools are funded based on how many students they have. As more students switch to private schools, there&#8217;s less money to cover teacher salaries and fixed costs such as building maintenance. Ultimately, that means fewer resources to educate the students who remain in the public school system.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Living_up_to_aspirations\"><\/span>Living up to aspirations<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>We believe the harm to the country of promoting private schools while rolling back support for public education is about more than dollars and cents.<\/p>\n<p>It would mean abandoning the principle of universal, nonsectarian education for America&#8217;s children. And in so doing, Mann&#8217;s &#8220;virtuous citizenry&#8221; will be much harder to build and maintain.<\/p>\n<p>America&#8217;s private market system, in which individuals are free to contract with each other with minimal government interference, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.amazon.com\/Government-Built-America-Sidney-Shapiro-ebook\/dp\/B0D266NFM5\" target=\"_blank\">has been important to building prosperity<\/a> and opportunity in the U.S., as our book documents.
