Failure to settle could expose Alphabet to penalties up to 10 per cent of global revenue.<\/em><\/p>\n<hr\/>\n<p><span style=\"font-weight: 400;\">Google has filed a remedies offer with the European Commission proposing changes to how it ranks <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> content in search, in an attempt to settle a competition investigation before it produces a Digital Markets Act fine. <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2026-05-06\/google-makes-eu-offer-to-avert-fines-in-news-search-case\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">Bloomberg reported the filing on Wednesday<\/span><\/a><span style=\"font-weight: 400;\">, with the company seeking to avoid adding to a running total of \u20ac9.5bn ($11.2bn) in EU competition penalties accumulated since 2017.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The investigation, <\/span><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_2675\" target=\"_blank\" rel=\"nofollow noopener\"><span style=\"font-weight: 400;\">opened by the Commission in November 2025<\/span><\/a><span style=\"font-weight: 400;\">, focuses on Google\u2019s \u201csite reputation abuse policy\u201d, introduced in March 2024. T<\/span><span style=\"font-weight: 400;\">he council argued that the policy disproportionately affects news publishers, who routinely monetise editorial pages through advertising and affiliate partnerships. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet, <\/span><span style=\"font-weight: 400;\">the question is whether Google\u2019s ranking algorithm gives news publishers fair, reasonable and non-discriminatory access to its search platform, the standard required of designated gatekeepers under DMA Article 6(11).<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The remedies Google has offered have not been published in full. T<\/span><span style=\"font-weight: 400;\">he proposals<\/span><span style=\"font-weight: 400;\"> indicates that the company is willing to adjust how the site reputation abuse policy is <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lied to news domains, and to make the policy\u2019s effect on publisher pages more transparent. The Commission has not yet indicated whether the proposals are sufficient to settle the case.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If the Commission rejects the offer and proceeds to a formal infringement decision, Google could face a fine of up to 10 per cent of Alphabet\u2019s worldwide annual turnover<\/span><span style=\"font-weight: 400;\">. Cumulative EU antitrust fines against Google have already reached \u20ac9.71bn since the 2017 Google Shopping decision, and the company\u2019s standing total is the largest of any individual <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> operator under any single competition regime.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The news-search probe is one of several open EU files Google is currently navigating. E<\/span><span style=\"font-weight: 400;\">arlier today, we wrote<\/span><span style=\"font-weight: 400;\"> on Google distinguished scientist Sergei Vassilvitskii\u2019s warning to the Commission that its proposed remedies on DMA search-data sharing could expose European users to re-identification within two hours. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Brussels\u2019 parallel Cybersecurity Act revision<\/span><span style=\"font-weight: 400;\"> has tightened the regulatory environment for non-EU technology suppliers more broadly. Google\u2019s filing on the news-search case is the most direct attempt the company has yet made to settle one of those open files without a contested ruling.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the publisher side, the offer arrives at a moment of structural pressure. <\/span><span style=\"font-weight: 400;\">Search Engine Land\u2019s analysis of the wider dispute<\/span><span style=\"font-weight: 400;\"> noted that AI-generated answer experiences in Google search have separately reduced click-through traffic to publisher sites, with several major news organisations publicly attributing significant revenue declines to the change. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The site reputation abuse policy is a separate concern, but the cumulative effect of the two has been one of the principal complaints publishers have raised in Brussels.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Commission\u2019s next move is procedurally clear. It will assess Google\u2019s proposals against the concerns raised in the investigation, market-test the proposed remedies with publishers and other affected parties, and decide whether to accept them, request modifications, or reject and proceed to formal infringement. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">The investigation has no fixed deadline, and Bloomberg reports no specific timetable for the Commission\u2019s response. <\/span><span style=\"font-weight: 400;\">TNW has tracked the broader EU sovereignty and competition agenda<\/span><span style=\"font-weight: 400;\"> through this spring; the news-search case is the most concrete current expression of the DMA\u2019s enforcement teeth against a designated gatekeeper.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What is settled, on Wednesday\u2019s filing, is that Google has decided that the financial and reputational risk of an adverse Commission ruling exceeds the cost of revising the policy at issue.
