Young people are driving the recent surge in cases, the opposite of the predominant first-wave trend. But the <strong>scariest slide<\/strong>\u2014the graph that evokes anxiety similar to the spring\u2014charts the virus&#8217;s rapid spread if Canadians maintain the status quo. A much friendlier future awaits us if we collectively\u2014based on individual actions\u2014reduce our contacts.\u00a0After a lax summer, like it or not, the pressure is back on. Canadians need only <strong>look to the Maritimes<\/strong> for proof that it&#8217;s possible.<\/p>\n<p>Ottawa Public Health, which was the first in the country to declare a second wave of COVID-19, continues to paint pictures of the consequences of poor behaviour. The <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/ottawahealth\/status\/1308413748776968192\">latest example<\/a>: a 40-person park BBQ spawned an outbreak that ended up forcing 105 high-risk contacts to self-isolate for 14 days, missing work and school in the process. Later yesterday, local top doc Vera Etches <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.ottawapublichealth.ca\/en\/public-health-topics\/novel-coronavirus.aspx#September-22-2020--Special-statement-from-Dr-Vera-Etches\"><strong>laid down the law<\/strong><\/a>: anyone who tests positive, has a close contact who tests positive, feels any symptoms, or is awaiting results must <strong>self-isolate for 14 days<\/strong>. The penalty for violating the rules is a $5,000 fine for every day they&#8217;re broken.<\/p>\n<p><strong>Need a Throne Speech refresher?<\/strong> A new parliamentary session comes with a <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/sencanada.ca\/en\/sencaplus\/how-why\/the-speech-from-the-throne-marks-the-return-of-parliament\/\">healthy dose of pageantry<\/a>. Before today&#8217;s speech, the Usher of the Black Rod will knock on the Commons door\u2014they only open it after he makes three attempts\u2014with a message from the Governor <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a>. A gaggle of MPs would typically follow the usher down the street to the temporary Senate, where the House speaker, standing at the edge of the chamber with some of his fellow elected commoners, will say a few <strong>ceremonial self-deprecating words<\/strong> before being <strong>reassured by his Senate counterpart<\/strong> that he&#8217;s an honourable fellow. Today, only the people doing all that talking will board separate buses between chambers. MPs <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ear to be sitting this one out. Finally, GG <strong>Julie Payette<\/strong> will deliver the speech. Soon after, incisive\u00a0<em>Maclean&#8217;s<\/em> analysis will follow.<\/p>\n<p>Meanwhile, Prime Minister <strong>Justin Trudeau<\/strong>\u00a0will\u00a0<a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/brianlilley\/status\/1308471306426351616\">address the nation<\/a>\u2014<a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/IvisonJ\/status\/1308502346272575488\">not<\/a> from the floor of the House of Commons\u2013just hours after the Throne Speech, at<strong> 6:30 p.m. ET<\/strong>.<\/p>\n<p>As PHAC pushed out projections, Procurement Minister <strong>Anita Anand<\/strong> announced millions more <strong>potential vaccine doses<\/strong>. The feds <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.canada.ca\/en\/public-services-procurement\/news\/2020\/09\/government-of-canada-signs-new-agreements-to-secure-additional-vaccine-candidate-and-treatment-for-covid-19.html\">inked agreements<\/a> with\u00a0Sanofi and GlaxoSmithKline to &#8220;secure up to 72 million doses&#8221; of their candidate, if it&#8217;s approved. That brings the number of total potential confirmed doses to <strong>262 million<\/strong>, though no vaccine is yet a sure thing\u2014and the language of each agreement only guarantees 154 million doses.<\/p>\n<p>On Sunday, just two days after Tory leader <strong>Erin O&#8217;Toole<\/strong> tested positive for COVID-19, his wife <strong>Rebecca<\/strong> experienced symptoms herself, including a fever. She lined up for a test at <strong>Brewer Park Arena<\/strong> in Ottawa\u2014one of the city&#8217;s overtaxed assessment centres\u2014and it, too, turned up positive. The two parents are now monitoring their kids, Mollie and Jack, for symptoms. In her own statement released through the party, O&#8217;Toole thanked the &#8220;incredible frontline healthcare workers across the country&#8221; and shared the same sentiment as so many families: &#8220;Our focus is on ensuring our children <strong>stay healthy<\/strong>.&#8221;<\/p>\n<p>At a recent retreat, O&#8217;Toole&#8217;s Ontario caucus-mates made use of a <strong>serological test<\/strong> that remains unapproved by Health Canada\u2014but has gotten the green light from the U.S. Food and Drug Administration. <strong>Scot Davidson<\/strong>, the Ontario caucus chair, <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/tories-serological-test-health-canada-1.5733955\">told reporters<\/a> the company producing the test briefed those MPs\u2014and then conducted 28 tests in 39 minutes. Public-health experts reminded the CBC that serological tests are ideally used to identify an infection <strong>after the fact<\/strong>. They detect antibodies that fight COVID-19, which can take weeks to develop. The tests aren&#8217;t designed to confirm an active infection.<\/p>\n<p>Also, the <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/CPC_HQ\/status\/1308482446480924672\"><strong>Tories have a new logo<\/strong><\/a>. Compare and contrast with the <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.rcaf-arc.forces.gc.ca\/assets\/AIRFORCE_Internet\/images\/roundel.jpg\">Royal Canadian Air Force logo<\/a>. And <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/David_Moscrop\/status\/1308485313078140930\">Pac-Man<\/a>.<\/p>\n<p>Unifor and Ford <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.unifor.org\/en\/whats-new\/press-room\/unifor-reaches-tentative-agreement-ford-motor-company\">struck a deal<\/a> that&#8217;ll see the automaker and various governments spend <strong>$1.95 billion<\/strong> on Canadian operations. The union&#8217;s president, Jerry Dias, said Ford will build five models of electric vehicles in Oakville, Ont., and bring more work to an engine plant in Windsor.\u00a0<strong>Flavio Volpe<\/strong>, who heads up the auto-parts manufacturers group, credited <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/FlavioVolpe1\/status\/1308452897600962560\">the new NAFTA<\/a>, in part, for the announcement.<\/p>\n<p><strong>Keith Beardsley<\/strong>, a former deputy chief of staff to <strong>Stephen Harper<\/strong> who once ran the Tories&#8217; research bureau, <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/atory01.com\/thoughts-for-the-new-qp-coordinator\/\">offered some wisdom<\/a> to\u00a0<strong>Eric Duncan<\/strong>, the architect of the Conservative <strong>question period strategy<\/strong>.\u00a0Among the tips: Don&#8217;t give an MP a slot just because he is &#8220;convinced he has the perfect issue.&#8221; Threaten to remove slots from MPs who don&#8217;t show up for QP practice. Assign three attack dogs to handle the dirty work. And always remember: &#8220;No one on the other side is your enemy.&#8221;<\/p>\n<p><strong>Because 2020:<\/strong>\u00a0As a tropical storm named\u00a0<strong>Teddy<\/strong> lashes Atlantic Canada with strong winds and heavy rain, the U.S.-based National Weather Service tweets a <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/twitter.com\/NWS\/status\/1308414744148283394\"><strong>spooky observation<\/strong><\/a> out in the Atlantic Ocean. &#8220;<span class=\"css-901oao css-16my406 r-1qd0xha r-ad9z0x r-bcqeeo r-qvutc0\">We now have <strong>Zombie Tropical Storms<\/strong>.
