Here\u2019s what you need to know:\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"1_No_panaceas_but_plenty_of_laundry_lists\"><\/span>1. No panaceas, but plenty of laundry lists<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">To address the three highest-profile issues of the year\u2014the pandemic, systemic racism and climate change\u2014here\u2019s what the government has to offer:<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On the first priority, public health, we have a government promising a laundry list of measures, chiefly an extension of the Canada Emergency Wage Subsidy (though not the CERB) through next summer; direct support to businesses shut by local health orders and a new campaign to create \u201cone million jobs.\u201d There are also promises to increase testing capacity, obtain faster tests, get more PPE and, eventually, secure vaccines. A related measure, in light of the experience at long-term care homes: new Criminal Code amendments to criminalize senior neglect.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On systemic racism in Canada, the headline policy is a promise to introduce legislation and investments that \u201caddress the systemic inequities in all phases of the criminal justice system,\u201d along with better civilian oversight of the RCMP and a shift towards \u201ccommunity-led policing.\u201d Liberals also plan to take action on \u201conline hate\u201d and implement an \u201caction plan\u201d to increase representation in the public service. For Indigenous reconciliation, there are renewed promises to invest in clean drinking water, a mental health strategy, new infrastructure and catch-all \u201cadditional capacity-building.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Climate change is less the star of the show than some anticipated. It was theorized the Liberals would seize this year\u2019s crisis as an opportunity for a huge overhaul of the economy towards greener pastures, so to speak. Policy ideas are less all-encompassing than that, and seek to address \u201cextreme risks from climate change,\u201d not just climate change itself. Chiefly: home retrofits, new transit options and a slew of supports for zero-emissions vehicles. Also: a new Canada Water Agency. Oh, and despite the ubiquity of pandemic takeout, single-use plastics are still being banned next year. (Take that, <\/span><i><span style=\"font-weight: 400;\">straws<\/span><\/i><span style=\"font-weight: 400;\">.)\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"2_Work_together_now_children\"><\/span>2. Work together, now, children<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Would it truly be a minority government throne speech if the Governor General was not being used as a mouthpiece for civility (despite her own <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/governor-general-julie-payette-hr-issues-past-employers-1.5732109\">reported<\/a> workplace incivilities)? Because, dear children\u2014ahem, elected members of parliament\u2014you are being called upon to work together and \u201cmeet this crucial moment\u201d as a team. That means taking the high road and not forcing an election, capiche?\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Although opposition parties\u2019 foremost desires are not necessarily reflected therein, the speech does an awful lot of work trying to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ease Liberal opponents. For the Tories, there is a nod to supporting \u201cmanufacturing, natural resource, and energy sectors as they work to transform to meet a net zero future.\u201d For the NDP, there are renewed commitments to national pharmacare: a rare-disease strategy on high-cost drugs, a national formulary \u201cto keep drug prices low,\u201d working forward with provinces and territories that are, ahem, \u201cwilling to move forward without delay.\u201d For the Bloc, we have a section celebrating official languages and promising to strengthen legislation to take into consideration \u201cthe unique reality of French.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A nod to \u201celiminating remaining barriers between provinces to full, free internal trade\u201d will please just about everyone. Especially the Tories, but the Liberals\u2019 own backbenchers, too. Kody Blois, chair of the Liberal Rural Caucus, had recently pointed out in a missive to Canadian <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> outlets that \u201cit should not be easier for wine producers in Nova Scotia\u2019s Annapolis Valley to get a bottle of our signature Tidal Bay across the Atlantic Ocean than across a provincial border to another Canadian province.\u201d\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"3_Worry_about_the_plan_not_the_money\"><\/span>3. Worry about the plan, not the money<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">The Throne Speech\u2019s preamble promises \u201cbold action\u201d on essentially everything\u2014health, the economy, equality, the environment. It is generally anticipated that a Throne Speech will contain little detail on new programs or how they will be paid for. It is not even unusual for a government to promise a variety of capital-A capital-P Action Plans in lieu of granular policies. And, well, on both fronts, the federal Liberals have not defied expectations. The speech describes the costs of programs already announced but not of new ones, promising a fall \u201cupdate\u201d that will include legislation to implement the speech\u2019s contents, and ask MPs to approve the associated dollar figures.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The speech takes pains to emphasize how much worse things would\u2019ve been if the government hadn\u2019t stepped in during the pandemic, and how good the interest rates are these days. Really quite good. Nevermind the growing deficit; focus on \u201cCanada\u2019s fiscal advantage\u201d and how it will \u201ccontinue to be guided by values of sustainability and prudence.\u201d But also remember: \u201cThis is not the time for austerity.\u201d\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"4_Your_favourite_catch-phrases_plus_those_working_hard_to_join_them\"><\/span>4.\u00a0 Your favourite catch-phrases, plus those working hard to join them<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">Perhaps we were expecting too much of the speech\u2019s rhetorical devices after such a strong start, comparing Canadians to \u201ca reed in high winds\u201d that may sway but \u201cwill not break\u201d because\u2014stay with me, now\u2014\u201cour roots are firmly in place.\u201d\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Alas, it isn\u2019t long before Liberal speechwriters revert to their baser instincts, twice referring to the mercilessly-mocked phrase \u201cthe middle class and those working hard to join it.\u201d The newer, more alliterative \u201cBuild Back Better\u201d is a five-time winner (and has its own sub-header, in the speech\u2019s written version).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government is unsurprisingly on board with \u201cShe-cession\u201d as a descriptor for 2020, using it alongside measures promised to support women: a \u201csignificant, long-term, sustained\u201d investment in early learning and childcare; an \u201cacceleration\u201d of a women\u2019s entrepreneurship strategy and yet another imprecise Action Plan\u2026 this one for \u201cWomen in the Economy.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Oh, and if you\u2019re unfamiliar with the \u201cBlue Economy\u201d\u2014if that, in fact, sounds like a branding exercise for the government of Ontario or some such\u2014get ready to hear the phrase again from the red team, because it\u2019s the in-vogue descriptor for \u201cCanada\u2019s ocean economy.\u201d\u00a0<\/span><\/p>\n<h2><span class=\"ez-toc-section\" id=\"5_%E2%80%A6And_the_kitchen_sink\"><\/span>5. \u2026And the kitchen sink<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span style=\"font-weight: 400;\">If nothing else, you can very comfortably accuse the Liberals of trying to be all things to all people. New measures are promised on: disability benefits; handgun bans; rural broadband; two billion trees (still a thing!); Saving the Two Michaels; international development; and making web giants share their wealth. Did we mention affordable housing? Or a sustainable food supply? Or the importance of ranchers?! There is even a multi-paragraph reassertion of \u201cCanadian values.\u201d In a warm-and-fuzzy \u201cwhat are we about\u201d kind of way, of course, not a \u201cwe should quiz the immigrants\u201d kind of way.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Whether the breadth of offerings in the speech\u2014waaay longer than last year\u2019s (twice as long in fact), which came on the heels of the Liberals re-election\u2014yes, that was only a year ago\u2014will be enough to appease other parties is an open question. But the fact such a breadth is being offered at all speaks to a government that wants to seem ambitious despite the myriad challenges it is facing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">There is one major omission, though. The only thing this Speech from the Throne didn\u2019t offer\u2014sadly enough\u2014was a reference to \u201cSpaceship Earth\u201d or anything else astronomy-related, a genuine surprise given what we have come to expect from an astronaut GG.
