The Conservatives have a new leader, <strong>Erin O\u2019Toole<\/strong>, and the global pandemic\u2019s second wave is starting to hit some of Canada\u2019s biggest cities and provinces\u2014leaving an infected O\u2019Toole, along with Bloc leader <strong>Yves-Fran\u00e7ois Blanchet<\/strong>, in its wake.<\/p>\n<p>As Canada braced for whatever\u2019s next, it was up to Governor <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Julie Payette to recite the government\u2019s <strong>bulky agenda<\/strong> to a couple dozen senators and one-third as many MPs listening from the edge of the Senate chamber. And bulky it was. Two hours after the speech, Prime Minister\u00a0<strong>Justin Trudeau<\/strong> took to the airwaves where he built on Payette\u2019s words (and, perhaps, secured the evening\u2019s sound bites at the GG\u2019s expense). O\u2019Toole, in his own televised response, vowed to vote against the speech when it came to a confidence vote in the Commons. Blanchet all but committed to doing the same. The NDP\u2019s\u00a0<strong>Jagmeet Singh<\/strong>, in his own response, declined to declare his vote either way, saying only the speech didn\u2019t (yet) have everything his party needed to support it.<\/p>\n<p>But before we get to what\u2019s next, here\u2019s\u00a0<em>Maclean\u2019s<\/em> analysis of yesterday\u2019s main event.<\/p>\n<p><strong><a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"http:\/\/macleans.ca\/politics\/ottawa\/five-key-takeaways-from-the-throne-speech\/\">Five key takeaways from the Throne Speech<\/a>:<\/strong>\u00a0It was a speech about almost everything. More than <strong>6,000 words<\/strong>, twice the length of the last speech and seven times longer than the average length of the first 10 since Confederation. Marie-Danielle Smith writes in\u00a0<em>Maclean\u2019s<\/em> about all the <strong>billion-dollar promises<\/strong> couched in campaign rhetoric matched with pandemic-era prose. And all of it presented as an alternative to the darkest timeline:<\/p>\n<blockquote><p>The Speech from the Throne, delivered by beleaguered Governor General Julie Payette, was presented as a dichotomy between the sweeping Liberal agenda and any number of <strong>unspeakable alternatives<\/strong>. \u201cDo we move Canada forward, or let people be left behind?\u201d Payette uttered, the only person in a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a>ly-distant Senate chamber not wearing a mask. \u201cDo we come out of this stronger or paper over the cracks that the crisis has exposed?\u201d<\/p>\n<\/blockquote>\n<p><strong>The speech where everything and nothing were normal:<\/strong>\u00a0There was a lot of normalcy to yesterday\u2019s main event. Protesters greeted Trudeau. Most of the traditional pageantry was salvaged to the extent possible. But it\u2019s not every day you see a Prime Minister and a Governor General <strong>elbow-bump<\/strong> the chief justice of the Supreme Court. And everyone in the building was wearing a mask save for the GG and the people interpreting her in both official languages. Behind the scenes, too, your newsletter correspondent watched <strong>a peculiar scene play out<\/strong>:<\/p>\n<blockquote><p>The televised broadcast cut away from the Senate the moment Peters left the room. He took any and all pomp with him, leaving the Senate with precious little to do before he came back. The chamber lapsed into an <strong>impromptu cocktail party<\/strong>\u2014sans cocktails\u2014where no one looked quite comfortable enough to make the first move. For those 15 minutes, the esteemed heads of every branch of government had absolutely nothing of consequence on their agenda. So Payette, Trudeau and Wagner\u00a0did what anyone else would do. They turned to small talk.<\/p>\n<\/blockquote>\n<p><strong>Paul Wells on the Throne Speech:<\/strong>\u00a0<em>Maclean\u2019s<\/em> senior writer points out that much of <strong>Trudeau\u2019s plan isn\u2019t new<\/strong>. His televised address could just as well have been delivered on the floor of the House of Commons and it sure <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>eared the PM was simply using the airtime to remind the audience that, even if Payette delivered yesterday\u2019s speech, he <strong>deserves the news clip<\/strong>. All of this raises questions about Trudeau\u2019s motive for resetting Parliament.<\/p>\n<blockquote><p>So to sum up: the Prime Minister fired his finance minister for counselling caution and has now <strong>delivered caution<\/strong>. He shut Parliament down so he could signal a bold new direction, and is now continuing the work he was already doing, though the same cannot yet be said for the parliamentary committees that were <strong>investigating him<\/strong>. He went on TV so you wouldn\u2019t be reminded of a nasty workplace dispute at the GG\u2019s residence. When I write about such things, I get called a cynic, as though I were the one who thought of doing them. <strong>Please wear a mask<\/strong>. And download the app, he\u2019s right about that.<\/p>\n<\/blockquote>\n<p>Fiery debates about the future of the country on the House floor are in the near future\u2014reviews from <strong>the West<\/strong>, for example, <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/calgaryherald.com\/opinion\/columnists\/braid-detached-from-reality-throne-speech-ignores-canadas-biggest-economic-problem\">dismissed<\/a> the Throne Speech as a clunker\u2014as are opposition attempts to revive the summertime <strong>WE scandal<\/strong>.\u00a0But yesterday <strong>all the leaders stuck to TV<\/strong>. Trudeau reiterated his government\u2019s plans, confirmed a second wave of the pandemic \u201cis already underway,\u201d and warned that this fall\u2019s coronavirus surge could be \u201cmuch worse\u201d than this country\u2019s frustrating spring. Trudeau said families most likely won\u2019t share a joyous Thanksgiving, but he said we \u201cstill have a shot at Christmas\u201d if Canadians can, once again, collectively flatten the curve. (Read <strong>Trudeau\u2019s full remarks.<\/strong>)<\/p>\n<p>O\u2019Toole, who was entitled to a first rebuttal, had recorded a message earlier in the day outside his Ottawa home where he and his wife, Rebecca, are self-isolating as they fight off infection. <strong>O\u2019Toole\u2019s full remarks<\/strong> are here. Blanchet, from his own home in Shawinigan, was next up. He threw down an ultimatum: grant unconditional health transfers to the provinces and Quebec, or else the Bloc Qu\u00e9b\u00e9cois will vote against the speech. And Singh, whose party is Canada\u2019s best shot at avoiding a fall election, was last on the list. These were <strong>Singh\u2019s full remarks<\/strong>.<\/p>\n<p><strong>In other news:<\/strong> Ethics commissioner Mario Dion has <a rel=\"nofollow noopener noreferrer\" target=\"_blank\" href=\"https:\/\/www.cbc.ca\/news\/politics\/rob-silver-telford-ethics-commissioner-1.5735161\">dismissed<\/a> a Conservative allegation that Trudeau\u2019s chief of staff, <strong>Katie Telford<\/strong>, and her husband, <strong>Rob Silver<\/strong>, plotted with a fellow Liberal insider, <strong>Mike McNair<\/strong>, to mutually benefit from Silver\u2019s attempts to lobby for changes to the federal wage subsidy that would help his mortgage financing company, MCAP, where he\u2019s served as VP since January. The lobbying commissioner has not yet sounded the all-clear.<\/p>\n<p><strong>And south of the border:<\/strong>\u00a0At a press conference, President <strong>Donald Trump<\/strong> was asked if he\u2019d commit to a peaceful transfer of power after the presidential election this November.
