Andrew Cuomo \u2014 slammed the city\u2019s independent BOE for the flubs, including sending return envelopes with incorrect names and addresses to as many as 100,000 Brooklyn residents who requested absentee ballots.<\/p>\n<p>That error, which the BOE blamed on an outside vendor, came after election officials sent out confusingly worded ballots that had voters believing they\u2019d received voting documents meant for military use.<\/p>\n<p>\u201cIt\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>alling,\u201d de Blasio said. \u201cI don\u2019t know how many times we\u2019re going to see the same thing happen at the BOE and be surprised.\u201d<\/p>\n<p>The mayor said the gaffes were impermissible, coming at a time when leaders are encouraging people to vote by mail during the coronavirus pandemic to limit gatherings at polling sites.<\/p>\n<p>A top aide to the governor also rapped the BOE for the fumbles.<\/p>\n<p>\u201cIt\u2019s unacceptable and it\u2019s something that they\u2019ve got to take charge of right away,\u201d said Cuomo Secretary Melissa DeRosa.<\/p>\n<p>State GOP chairman Nick Langworthy said it undermines the trust in mail-in voting.<\/p>\n<p>\u201cThis is a colossal mistake that continues to validate all of our concerns and seriously undermines the credibility and integrity of this election. Cuomo and the Democrats rammed this ill-conceived and ill-prepared system through while refusing to knowledge any potential pitfalls and attacked anyone who had concerns as racist,\u201d Langworthy said.<\/p>\n<figure id=\"attachment_16372651\" class=\"wp-caption aligncenter\"><img class=\"size-nypost-large-desktop-uncropped wp-image-16372651 lazyload\" alt=\"State GOP chairman Nick Langworthy\" width=\"662\" height=\"441\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/Nick-Langworthy.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/Nick-Langworthy.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/Nick-Langworthy.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/Nick-Langworthy.jpg?quality=90&amp;strip=all&amp;w=662 662w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/Nick-Langworthy.jpg?quality=90&amp;strip=all&amp;w=1324 1324w\" data-sizes=\"(max-width: 640px) 100vw, 662px\"\/><figcaption class=\"wp-caption-text\"><span>State GOP chairman Nick Langworthy<\/span><span class=\"credit\">Matthew McDermott<\/span><\/figcaption><\/figure>\n<p>\u201cThey own this mess and we will continue to urge people to vote in-person to ensure their vote is counted.\u201d<\/p>\n<p>The first error, a misprint, made it appear that voters had received an \u201cOfficial Military Absentee Ballot\u201d instead of a \u201cMilitary\/Absentee Ballot,\u201d leaving several New Yorkers who received the documents worried that their votes might not be properly tallied.<\/p>\n<p>The second problem appeared to have happened when the BOE\u2019s vendor, Rochester-based Phoenix Graphics, used a new automated machine to assign voters\u2019 names, ID labels and addresses to be included in the oath statements and return envelopes used to mail the ballot.<\/p>\n<p>The machine went haywire and spit out the labels with the wrong names and addresses to voters in Brooklyn, said Doug Kellner, co-chairman of the New York State Board of Elections, who is investigating the matter.<\/p>\n<p>\u201cIf left uncorrected people could lose their vote,\u201d said Kellner, who believes there\u2019s still time to fix the major screwup.<\/p>\n<p>Elections Executive Director Michael Ryan pledged on Tuesday that voters who were part of the botched mailings will be sent a new ballot, and that Phoenix would foot the bill. The vendor in May was awarded a $4.6 million contract \u2014 for which it was the only bidder \u2014 to make and distribute absentee ballots for the BOE.<\/p>\n<p>The body has previously caught flak from the White House on its handling of mail-in balloting in the June\u2019s primary contests, which were widely seen as a test run for remote voting\u2019s viability in November.<\/p>\n<p>President Trump in particular has voiced concerns about the security and expediency of mail-in voting, and Democratic challenger Joe Biden has reportedly bolstered his legal staff for a potentially bitter and protracted legal battle over possible hinky ballots.<\/p>\n<p>Critics said the recent mistakes in New York could undermine confidence in the absentee voting process, during an election when a record number of mail-in ballots are expected because of the pandemic.<\/p>\n<p>\u201cPerceived threats to our democracy emerging from the federal government are exacerbated when confidence in the absentee voting process is undercut,\u201d said Brooklyn Democratic Party chairman Rodneyse Bichotte.<\/p>\n<p>\u201cThis error undermines our efforts to make voting more accessible and transparent.\u201d<\/p>\n<figure id=\"attachment_16372675\" class=\"wp-caption aligncenter\"><img class=\"size-nypost-large-desktop-uncropped wp-image-16372675 lazyload\" alt=\"Manhattan Councilwoman Carlina Rivera\" width=\"662\" height=\"441\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/CarlinaRivera.jpg?quality=90&amp;strip=all&amp;w=300 300w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/CarlinaRivera.jpg?quality=90&amp;strip=all&amp;w=640 640w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/CarlinaRivera.jpg?quality=90&amp;strip=all&amp;w=1280 1280w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/CarlinaRivera.jpg?quality=90&amp;strip=all&amp;w=662 662w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2020\/09\/CarlinaRivera.jpg?quality=90&amp;strip=all&amp;w=1324 1324w\" data-sizes=\"(max-width: 640px) 100vw, 662px\"\/><figcaption class=\"wp-caption-text\"><span>Manhattan Councilwoman Carlina Rivera<\/span><span class=\"credit\">William Farrington<\/span><\/figcaption><\/figure>\n<p>Manhattan Councilwoman Carlina Rivera said the mistakes, while alarming, weren\u2019t that surprising \u2014 coming just months after the BOE rejected more than 80,000 absentee votes during the primary election for technical issues, many of which were the agency\u2019s own fault.<\/p>\n<p>\u201cFor those of us paying attention, we knew this was coming. The issues in the primary, they were set to repeat. We must be better than this,\u201d Rivera said.<\/p>\n<p>She added: \u201cThe BOE sending incorrect voting material is clearly deeply alarming. It\u2019s the most important election of our lifetimes.\u201d<\/p>\n<p>Rivera pointed to the problems during the June 23 primary, mired in litigation because thousands of mail-in ballots were not properly postmarked and processed.<\/p>\n<p>In total nearly one in four absentee ballots \u2014 over 80,000 or 23 percent \u2014 were invalidated, in large part because voters did not sign the oath statement because they hadn\u2019t noticed the tiny directions to do so.<\/p>\n<p>\u201cWe all knew there were challenges that lay ahead, but unfortunately because there this culture of finger-pointing and no one taking responsibility for what\u2019s happened \u2014 no one is going to have any faith in the BOE to pull this off.\u201d<\/p>\n<p>Rivera said the BOE \u2014 whose members are appointed by the county Democratic and Republican county leaders and the City, and does not fall under the oversight of the mayor \u2014 needs a \u201ccomplete overhaul.\u201d<\/p>\n<p>Liz Balsamo, 68, who lives on 3rd Place in Carroll Gardens, received a ballot for a woman voter a block away.<\/p>\n<p>\u201cWhat next? My first reaction was, \u2018here we go.\u2019 Someone will be voting wrong on my behalf,\u201d Balsamo said. \u201cI\u2019m losing faith in everything these days. We are doomed. Truthfully, can\u2019t trust the whole system these days,\u2019 she said, adding, \u201cMay God bless America!\u201d<\/p>\n<p>Brooklyn Heights resident Jiong Wang received a return envelope for his ballot with the name and address of a voter who lives a half-mile away.<\/p>\n<p>\u201cIt\u2019s a major problem. This is not stoking confidence in the election system,\u201d Wang previously told The Post.<\/p>\n<p>A government watchdog group said the latest blunder provides more ammunition to get rid of the city BOE and turn into a non-partisan agency, akin to the city Campaign Finance Board.<\/p>\n<p>\u201cThe Board of Elections should be abolished.
