Andrew Cuomo is expected to slash the state court system\u2019s annual budget by 10 percent to help close a $14.5-billion, pandemic-induced\u00a0deficit, according to an internal memo.<\/p>\n<p>New York\u2019s Unified Court System will see a $300 million cut to its annual budget of $3 billion, forcing the judiciary to \u201cimplement a range of painful measures,\u201d according to a letter from Chief Administrative Judge Lawrence Marks.<\/p>\n<p>\u201cAt this point, we have been able to avoid employee layoffs, but there is no telling what the coming months may bring. One thing is increasingly <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>arent \u2014 the next fiscal year will be as difficult, if not more difficult, than this year,\u201d he wrote.<\/p>\n<p>The last time the court system endured a major fiscal blow was the 2011-12 budget season, when the agency\u2019s funding was reduced by $170 million.<\/p>\n<p>Marks said in the memo that the cost-saving measures include a \u201cstrict hiring freeze, elimination of all non-personal services spending, and deferral of substantial payments owed to the next fiscal year.\u201d<\/p>\n<p>The judiciary will save $55 million by allowing only three out of 49 sitting judges beyond the age of 70 to remain on the bench.<\/p>\n<p>\u201cWhile losing these judges has a significant impact, it\u2019s a shared sacrifice,\u201d said OCA spokesman Lucian Chalfen. \u201cWe\u2019re all in the trenches together.\u201d<\/p>\n<p>The Empire State faces a massive $14.5-billion budget deficit next year alone, and that figure will balloon to $30 billion by 2022.<\/p>\n<p>Additional losses recorded by the MTA and Port Authority elevate that figure to a combined high of $50 billion.<\/p>\n<p>State agencies, local governments and school districts across the state have feared anticipated cuts \u2014 some estimated as high as 20 percent \u2014 could be made permanent within the coming months without more federal aid.<\/p>\n<p>Cuomo has been loath\u00a0to support a tax hike on the state\u2019s wealthiest earners \u2014 or authorize a New York City-specific, billion-dollar loan sought by Mayor Bill de Blasio.<\/p>\n<p>\u201cEither Congress passes [a new stimulus package], or Joe Biden wins, or the Senate goes Democratic. In any of those cases, it\u2019s a federal problem,\u201d the third-term Democrat told reporters during a Manhattan briefing Tuesday.<\/p>\n<p>\u201cYou can\u2019t close $50 billion without tax increases, millionaire\u2019s tax, billionaire\u2019s tax, wealth tax, cutting expenses dramatically and borrowing. If we did that, you\u2019re looking at a bad spell for New York City and New York State, and I\u2019m not going there \u2026 I\u2019m not picking up the check because I don\u2019t assume, or accept, any liability; it\u2019s all Washington.
