Andrew Cuomo, and he says he knows why: \u201cI\u2019ve seen the city go up, and I\u2019ve seen the city go down. It\u2019s a question of leadership.\u201d<\/p>\n<p>Hey, when the man\u2019s right, he\u2019s right. Of course, he might consider supplying some \u2014 leadership, that is, as opposed to bullying Mayor Bill de Blasio. And if that were to h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en, it could be like April showers on a parched mountain meadow: Flowers might bloom.<\/p>\n<p>It would take a whole lot of rain, though. Cuomo was speaking of the five boroughs, but the Empire State\u2019s leadership drought is close to universal. It descends from the top of the state\u2019s congressional delegation, through the state capital itself, and, most especially, it includes all of New York\u2019s big-city mayors. For example:<\/p>\n<ul>\n<li>New York\u2019s ludicrous junior US senator \u2014 remember Kirsten Gillibrand? \u2014 emerged from her hyper-extended post-presidential-run sabbatical over the weekend to announce that, as far as she\u2019s concerned, New York is on its own when it comes to Ruth Bader Ginsburg\u2019s Supreme Court replacement.<\/li>\n<\/ul>\n<p>\u201cI will not meet with Judge Amy Coney Barrett,\u201d Gillibrand said Sunday. \u201cThis nomination process is illegitimate.\u201d<\/p>\n<p>Well, it may be impolitic, but it\u2019s not illegitimate; Gillibrand can check the Constitution. In any event, these things are supposed to be considered in what was once known unironically as the world\u2019s greatest deliberative body. So while taking a pass is the senator\u2019s privilege, she gets no points for leadership.<\/p>\n<ul>\n<li>Meanwhile, New York\u2019s top elected law-enforcement officer, Attorney <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Letitia James, has just embraced the notion that the best way to reduce tension between police and the public is to, believe it or not, stop enforcing the law.<\/li>\n<\/ul>\n<p>James has taken a little-steps-for-little-feet approach: Cops should back off traffic offenses and warrant enforcement. It\u2019s by no means an original concept; reducing contact between cops and put-upon criminals is what the defund-the-police movement is all about.<\/p>\n<p>New York\u2019s big-city mayors have largely signed on, too, and when they stood down their cops, municipal rioting more or less died down, too. But crime is rising sharply, shootings remain endemic and innocent victims abound. (A Queens woman was killed Wednesday morning by a stray bullet that drilled through her bedroom window, the day\u2019s most egregious murder.)<\/p>\n<p>So James\u2019 solution is no solution at all; she also gets an F for leadership.<\/p>\n<ul>\n<li>And then there is New York City, whose public-school principals are urging Albany to usurp control of the Department of Education; whose schools and restaurants are reopening chaotically, though for how long, no one knows; whose streets are \u00adincreasingly dirty and dangerous; and whose elections commissioners seem hellbent on delivering catastrophe come Nov. 3.<\/li>\n<\/ul>\n<p>Take a bow, Bill de Blasio. You can lead the way to the Park Slope Y, yes, but to where else?<\/p>\n<p>All of this, and more, falls heavily on Cuomo\u2019s shoulders, and it\u2019s easy to feel some sympathy for him. Or it would be, if he weren\u2019t so overbearing and \u00adinconsistent.<\/p>\n<p>Right now, he is threatening to send the National Guard to polling places on Election Day, an option that was off the table when looters were rummaging through Macy\u2019s Herald Square in June, but which may be necessary now, because, well, Cuomo can\u2019t really say.<\/p>\n<p>He certainly has the authority to big-foot localities. Federal \u00adrepublics vest extraordinary power in state governors, and New York\u2019s own Constitution doubles down on that: Cuomo effectively controls state budgeting, aid to localities and other carrots for bringing mayors around.<\/p>\n<p>Using the power effectively requires subtlety, patience and imagination \u2014 skills brought to an art form when Gov. Nelson Rockefeller rescued the city from Mayor John Lindsay\u2019s \u00adexcesses in the 1960s, and when Gov. Hugh Carey did the same at the end of Mayor Abe Beame\u2019s single term in the mid-\u201970s.<\/p>\n<p>Right now a fiscal avalanche is bearing down on New York, along with related <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> disruptions. Cuomo\u2019s usual tools \u2014 bluster and a blizzard of executive orders \u2014 won\u2019t likely get the job done.<\/p>\n<p>The municipal unions have him outgunned; the Democratic Party\u2019s hard left has him hemmed in; New York\u2019s business community, squeezed by lockdowns and out of patience after months of arbitrary governance, is looking elsewhere \u2014 and Albany\u2019s legislative talent pool is about six inches deep.<\/p>\n<p>This adds up to a challenge, but perhaps also an opportunity? \u201cIt\u2019s a question of leadership,\u201d said Andrew Cuomo Tuesday.
