\n Cut, cut, cut!<\/p>\n

The Mayor\u2019s Office of Media<\/a> and Entertainment, which grants permission for film and TV crews to use public space, considers a mountain of motley requests on a regular basis \u2014 everything from releasing 100 pigeons for a Coach commercial (denied) to using a real gun in \u201cWest Side Story\u201d (app<\/a>roved with NYPD oversight).<\/p>\n

The office regularly puts the kibosh on requests to shoot in \u201chotspots\u201d or areas where community concerns related to construction, crowded streets or religious holidays prevent filming for select periods of time. Recent hotspots include parts of Chinatown in Manhattan and Dumbo in Brooklyn.<\/p>\n

Through the state\u2019s Freedom of Information Law, The Post obtained a month of emails from June 2019 between the office and locations scouts for both major Hollywood players like 20th Century Fox and wannabe producers from New York University.<\/p>\n

Raymond Carroll, production coordinator with MOME, declined permission to release 20 different pigeons over five takes for a Coach ad on June 3 \u2014 even though the crew had employed an \u201canimal wrangler.\u201d<\/p>\n

On June 4, Alec Bates with \u201cWest Side Story\u201d told Carroll that \u201cone gun\u201d would be a \u201cbig part of the story\u201d where 14 actors \u201cplay around a deserted pier\u201d and all other weapons would be fake and made out of rubber.<\/p>\n

Carroll wrote that he needed a rundown of the weapons at the scene so \u201cNYPD knows how many they\u2019re supposed to be checking on site.\u201d<\/p>\n

For a short film titled \u201cMouthpiece,\u201d MOME\u2019s Caitlin Fink warned the crew in a June 7 email about a Harlem scene involving a dead body.<\/p>\n

Fink told the crew they\u2019d need \u201cpolice assistance on-site for public safety\u201d because \u201cwe don\u2019t want passersby to think someone is really dead and\/or injured and call the local precinct.\u201d<\/p>\n

Crew member Ashley George assured Fink that \u201cDead body is an actor.<\/p>\n

\u201cThere will be fake blood that we\u2019ll wash off the sidewalk when we wrap. And it\u2019s nothing intense but more of a trickle from an alleged head wound.\u201d<\/p>\n

Also in early June, Fink\u2019s colleague Celina Sze schooled a group of NYU students for their project \u201cDeviated Septum,\u201d warning that \u201cAll activity must take place on the sidewalk.\u201d<\/p>\n

\u201cYour scene description should say \u2018Girl running on sidewalk\u2019 instead of \u2018Girl running around street,\u201d Sze wrote.<\/p>\n

Then there was the request to film a monster in Queens, though not the kind you\u2019d find in a horror flick.<\/p>\n

Tim Goldberg, with the beloved children\u2019s show \u201cSesame Street,\u201d told Sze he planned to have \u201c3 handheld puppets \/ two human actors \/ one 6ft puppet\u201d talking to a group of Girl Scouts in Astoria Park on June. 6. The \u201c6ft puppet\u201d was, of course, Cookie Monster.<\/span><\/p>\n

\nHis colleague, Thomas Ahern, described the next shot. \u201cScene: Cookie monster arrives at cookie store, exits cab and walks into store.\u201d<\/p>\n

Fink, Sze and their colleagues regularly negotiate with crews so they can withdraw and rewrite proposals to fit city rules instead of rejecting their permits outright.\n<\/p><\/div>\n<\/div>\n<\/div>\n<\/div>\n

The mayor\u2019s media office \u2014 which used to see just under 1,000 permits a month for the $60 billion industry \u2014 had just 230 in September.<\/p>\n

All film permits ceased from March 21 to June 30 during the coronavirus pandemic. Then crews of 10 of fewer were allowed at first only outside and then indoors at 50 percent capacity. Now crews of 100 or fewer can operate.<\/p>\n

Still the industry is struggling to rebound.<\/p>\n

During the 2019 to 2020 season, 80 television shows filmed in the Big Apple.<\/p>\n

\u201cWe\u2019ve seen about 50 percent of our productions return,\u201d MOME Commissioner Anne del Castillo said at a recent remote forum with Queens community members.<\/p>\n

\u201cThe 50 percent is actually really strong\u201d compared to other cities, she added.\n <\/p><\/div>\n
