\n New York City is set to reopen under Phase Two on Monday, Gov. Andrew Cuomo said Wednesday \u2014 just after Mayor Bill de Blasio called it a \u201cday-to-day decision\u201d and revealed that restaurant guidance was still being hashed out.<\/p>\n

The mixed messages on the important step \u2014 which would allow 26,000 restaurants in the Big App<\/a>le to reopen with outdoor seating \u2014 came during the pols\u2019 respective press briefings.<\/p>\n

\u201cNew York City is on track to enter Phase Two,\u201d Cuomo said in Albany. \u201cThe same metrics we use for New York City are the same metrics we use all across New York state.\u201d<\/span><\/p>\n

But earlier, the mayor was far less definitive.<\/p>\n

\u201cIf we\u2019re judging by today\u2019s numbers, we\u2019re in great shape and I\u2019ve been impressed that they\u2019ve been very steady now for many days,\u201d de Blasio told reporters. \u201cBut what we\u2019re looking for going into the weekend is, do we see any variation there? I know the state\u2019s very concerned about this as well. It\u2019s a day-to-day discussion.\u201d<\/p>\n

Daily indicators for coronavirus in the city remain way below the threshold \u2014 there were 55 hospitalizations and 333 patients in ICUs, while just 2 percent have tested positive for the virus.<\/p>\n

On Tuesday, the mayor said he wanted to see what, if any, impact the recent George Floyd protests had on the spread of coronavirus before setting a hard date for Phase Two.<\/p>\n

The city is the last of the state\u2019s 10 economic regions to enter Phase Two, which would also allow offices, car dealerships, barbershops, salons and places of worship to reopen with reduced capacity.<\/p>\n

Under the state\u2019s schedule of two weeks per phase, that could happen as early as Monday. But de Blasio said the city doesn\u2019t have a solid plan in place for how restaurants can safely reopen \u2014 despite announcing the \u201cOpen Restaurants\u201d initiative earlier this month.<\/p>\n

\u201cWe\u2019re looking at a variety of options,\u201d the mayor said. \u201cThe announcement will be very, very soon. We need to get that out immedia<\/a>tely, we\u2019re just fine-tuning it.\u201d<\/p>\n

Meanwhile, de Blasio again slammed local politicians for cutting off the locks at playgrounds in Brooklyn amid the coronavirus pandemic \u2014 but couldn\u2019t say whether any action has actually been taken.<\/p>\n

\u201cI\u2019ve said they shouldn\u2019t have done that, it\u2019s inappropriate and I don\u2019t know what has happened so far, but they should be treated like anyone else,\u201d Hizzoner said, referring to Assemblyman Simcha Eichenstein, state Sen. Simcha Felder and Councilman Kalman Yeger, who cut off locks at Kolbert playground in Midwood on Tuesday.<\/p>\n

A rep for Eichenstein told The Post on Wednesday that there\u2019s been no enforcement and that the playground was still open.<\/p>\n
